        "content": "<p>JAKARTA - The Ministry of Marine Affairs and Fisheries (KKP) has\ndenied that foreign vessels in the South Papua region, rejected by\nresidents in Merauke, were using tiger trawl nets. Director General of\nCapture Fisheries at KKP, Lotharia Latif, stated that the vessels\nprotested by locals were not using tiger trawls but rather Bagged Shrimp\nEncircling Nets (JHUB). Latif claimed that the use of JHUB is tightly\nrestricted and does not disrupt traditional fishermen\u2019s activities. \u201cThe\noperation of vessels using JHUB gear is only permitted in specific areas\nthat have been clearly designated in maps and coordinate points,\u201d Latif\nsaid in his official statement on Sunday (26\/4\/2026). \u201cThis is to ensure\nthere is no overlap with small-scale fishermen\u2019s capture areas,\u201d he\nadded. Latif emphasised that the government is committed to\nstrengthening national capture fisheries governance to ensure\nsustainable fishery resources. Rules regarding capture gear are\nregulated in Ministerial Regulation of Marine Affairs and Fisheries\nNo.\u00a036 of 2023 on the Placement of Fish Capture Devices and Auxiliary\nCapture Devices in Measured Fishing Zones and the Management Area of the\nRepublic of Indonesia\u2019s Fisheries. The regulation, signed by Minister of\nMarine Affairs and Fisheries Sakti Wahyu Trenggono, prohibits the use of\ntiger trawls or cantrang. \u201cMeanwhile, the Bagged Shrimp Encircling Net\n(JHUB) in that regulation is a permitted capture device, with different\nspecifications and strictly regulated to avoid damaging resources or\ninterfering with other capture gear,\u201d Latif stated. According to him, to\nensure the rules are implemented, KKP has issued Circular of the\nDirector General of Capture Fisheries No.\u00a0B.315\/MEN-DJPT\/PI.220\/IV\/2026.\nThe circular regulates the use of Bagged Shrimp Encircling Nets in Zone\n03 of WPPNRI 718. Through the circular, KKP mandates that businesses\nusing JHUB must employ capture gear in accordance with government rules\nto protect the environment and avoid conflicts. \u201cViolations of these\nprovisions will be subject to sanctions in accordance with applicable\nlaws and regulations,\u201d Latif stressed. They rejected two foreign vessels\nthat had just arrived at the port.
