The Ministry of Marine Affairs and Fisheries (KKP) has issued a new\nregulation regarding the capture of lobster seeds (benur) in Indonesia.\nThe catch is now required to be used entirely to support domestic\ncultivation activities, including in West Nusa Tenggara. Director of\nFish Resource Management at the KKP\u2019s Directorate General of Capture\nFisheries, Syahril Abdul Raup, clarified the polemic surrounding the\nregulation, which had previously been a source of complaint for the West\nNusa Tenggara Provincial Government. He stated that the policy now\npermits the capture of lobster seeds for aquaculture purposes. \u201cSo, the\ncapture of lobster seeds is allowed for domestic cultivation activities.\nBecause no one eats lobster seeds, right? So, everything is for\ncultivation, 100 percent for domestic cultivation,\u201d Syahril said in\nMataram on Tuesday.<\/p>\n
According to Syahril, the provincial government had previously\ncomplained about the lack of added value for the region due to a ban on\ncatching lobster seeds. That ban referred to an old regulation from\n2021. \u201cWhat they complained about was the 2021 Ministerial Regulation.\nThe new one is Ministerial Regulation Number 05 of 2026, issued this\nyear. In the new regulation, the essence is that the capture of lobster\nseeds is still allowed, but entirely for domestic cultivation\nactivities. That is the only change compared to the previous rule,\u201d he\nexplained.<\/p>\n
With the new regulation in effect, Syahril emphasised that the sale\nscheme for lobster seeds is now purely a transaction between domestic\nfarmers. The KKP also confirmed that there is no longer any Non-Tax\nState Revenue (PNBP) collection from the overseas marketing sector, as\nthe export tap for lobster seeds has been closed. \u201cThere is no PNBP; now\nit is purely buying and selling. There is no more marketing abroad,\u201d he\nstressed.<\/p>\n
Responding to the provincial government\u2019s concerns about what the\nregion gains from this policy, Syahril highlighted the significant\ndomino effect on the welfare of coastal communities. When local\nfishermen and fish farmers are active, the regional economy will\nautomatically be lifted. \u201cThe benefit for the region is, firstly,\nfishermen continue to catch lobster seeds and they can market them to\ndomestic fish farmers. Domestic fish farmers develop, so the benefits\nare for everyone,\u201d Syahril elaborated. He added that the KKP\u2019s main\nfocus is achieving a balance between environmental sustainability and\nfishermen\u2019s welfare. If local fishermen prosper, the main targets of\nboth local and central government are essentially achieved. \u201cIf the\nfishermen are prosperous, the multiplier effect is great for the\ngovernment. Our management goals are two: sustainable resources and\nprosperous fishermen,\u201d he said. Syahril declined to speculate on the\npotential for continued smuggling of lobster seeds abroad, such as to\nVietnam and other countries, stating that such activities fall purely\nunder the domain of surveillance and law enforcement. \u201cThat is outside\nof cultivation.
