KIPP reports violations to govt<\/p>\n
JAKARTA (JP): An independent poll watchdog, whose
\nestablishment created controversy last year, began filing reports
\nof minor violations of campaign rules to the official Election
\nMonitoring Committee yesterday.<\/p>\n
The Independent Election Monitoring Committee (KIPP) accused
\nthe dominant Golkar of misusing state-agencies facilities for its
\ncampaign.<\/p>\n
It also said the state-owned television station TVRI had been
\nunfair in giving Golkar activities more airtime than the two
\nother parties -- the United Development Party (PPP) and the
\nIndonesian Democratic Party (PDI).<\/p>\n
The report was filed to Attorney General Singgih who also
\nchairs the government election monitoring committee.<\/p>\n
Signed by executive director Farid R. Faqih, the report noted
\nthe use of government vehicles to carry Golkar supporters and
\nbanners. It said that on the first day of the election campaign
\nSunday, some village officers in Bintaro, South Jakarta, led by
\ntheir village chief, put up Golkar symbols and banners using
\ngovernment facilities.<\/p>\n
It also noted the use of the Bank Rakyat Indonesia building, a
\nstate-owned bank, in Rawasari, Central Jakarta, for a Golkar
\ncampaign session.<\/p>\n
The report said the length of airtime for the three parties on
\nTVRI was unfairly distributed. PPP chairman Ismail Hasan Metareum
\nwas allotted three minutes airtime during the National News at 7
\np.m., PDI chairman Soerjadi was allocated three minutes, while
\nHarmoko and Siti Hardiyanti Rukmana had eight minutes.<\/p>\n
During the World News broadcast at 9 p.m., PPP had 2.5
\nminutes, PDI had two minutes, while Golkar had four minutes of
\nairtime.<\/p>\n
Ismail Hasan had already accused the state television station
\nof biased coverage of Golkar.<\/p>\n
The poll watchdog said it was concerned with TVRI's coverage
\nof the campaign activities. There were pictures of Ismail Hasan
\nMetareum, not the thousands of supporters greeting him in Medan.
\nThere were also shots of Fatimah Achmad and Soerjadi in West
\nKalimantan.<\/p>\n
But TVRI extensively covered Golkar's campaign activities,
\nshowing Harmoko in Lebak, West Java; Hardiyanti in Jepara,
\nCentral Java; Azwar Anas in Cempaka Putih, Jakarta; and former
\nvice president Sudharmono in Karet Tengsin, Jakarta.<\/p>\n
The KIPP called on the official Election Monitoring Committee
\nto stop the misuse of government facilities by Golkar, and the
\ntelevision station to give fairer coverage of the three political
