Khofifah cautioned that such a policy could have a major\nimpact on the tobacco industry, farmers, labourers, and excise revenue,\nwhich has been one of the pillars of East Java\u2019s economy. According to\nKhofifah, the tobacco industry plays a vital role in the province\u2019s\neconomy. Besides contributing to state revenue, the sector also absorbs\na large workforce and provides livelihood opportunities for many\nfarmers. \u201cThe tobacco industry has made a substantial contribution to\nEast Java, both in terms of state revenue, employment, business\nopportunities, and improving the welfare of farmers and the community,\u201d\nshe stated. She noted that East Java\u2019s contribution to national tobacco\nexcise revenue reached Rp133.2 trillion in 2024, accounting for\napproximately 61.41 percent of the total national excise revenue of\nRp216.9 trillion. \u201cEast Java is the backbone of national tobacco excise\nrevenue. Policies affecting this industry must be carefully considered,\u201d\nshe said. Similar concerns were raised by other regional heads.\nSitubondo Regent Yusuf Rio Wahyu Prayogo requested the central\ngovernment to reconsider the plain packaging regulation, citing its\npotential impact on the local economy and the tobacco sector workforce.\nIn 2024, Situbondo received Rp59 billion in Tobacco Excise Revenue\nSharing Funds (DBHCHT), which were used for infrastructure development,\nexcise law enforcement, and social assistance for farm labourers and\nfactory workers. Bondowoso Regent Abdul Hamid Wahid also urged the\ncentral government to consider the conditions of tobacco-producing\nregions before implementing new policies, emphasising that the tobacco\nsector is a source of livelihood for thousands of farmers and\ncommunities involved in the tobacco economic chain.<\/p>",
