        "content": "<p>The East Java Provincial Government is implementing a work from home\n(WFH) policy for Civil Servants (ASN) every Wednesday as a measure to\nsave fuel oil in anticipation of the crisis due to the war in the Middle\nEast. East Java Governor Khofifah Indar Parawansa stated that the policy\nwill take effect from early April 2026.<\/p>\n<p>\u201cWe are implementing this WFH system in line with the central\ngovernment\u2019s fuel and energy saving policy,\u201d said Khofifah in Surabaya\non Wednesday, 25 March 2026, quoted from Antara.<\/p>\n<p>Khofifah explained that the implementation of WFH is not a form of\nwork relaxation. WFH is a flexible work mechanism that still demands\ndiscipline, responsibility, and high productivity from all ASN. \u201cWith\nthe WFH system, public services must not decrease. On the contrary,\nperformance must remain optimal and coordination must be even stronger.\nCertain public service sectors will still operate fully,\u201d she said.<\/p>\n<p>Khofifah chose WFH over work from anywhere (WFA) because it is\nconsidered more effective in maintaining ASN productivity. It also\nallows family support in monitoring work implementation from home.<\/p>\n<p>In addition, Wednesday was selected as the WFH implementation day\nbecause it is deemed ideal for maintaining the work rhythm and curbing\nthe potential increase in fuel oil (BBM) consumption.<\/p>\n<p>Based on calculations, the average ASN of the East Java Provincial\nGovernment travels about 14 kilometres to the office or around 28\nkilometres round trip every day. Thus, the WFH scheme for one day a week\nis expected to improve energy efficiency.<\/p>\n<p>\u201cIf WFH is implemented on Friday, there is a tendency for long\nholidays, even returning to hometowns, recreation, and other activities\nthat consume more BBM because it continues with the long weekend,\u201d she\nsaid.<\/p>\n<p>Khofifah stated that this policy will be under strict supervision by\nthe Regional Civil Service Agency (BKD) regarding ASN attendance and\nperformance.<\/p>\n<p>The government is still drafting regulations for one day of working\nfrom home for civil servants. Minister of State Apparatus Utilization\nand Bureaucratic Reform (PANRB) Rini Widyantini conveyed that the\ngovernment is preparing a circular regarding the technical provisions\nfor ASN work flexibility.<\/p>\n<p>She explained that the government is still in the study phase\ntogether with related ministries and agencies, including coordination\nwith the Ministry of Manpower and the Ministry of Home Affairs. \u201cThe\ntechnical details of implementation or the effective date have not been\nfinalised,\u201d said Rini when contacted on Wednesday, 25 March 2026.<\/p>\n<p>Rini stated that the substance to be regulated in this rule is still\nunder discussion and technical deepening. She emphasised that its\npreparation considers the diversity of task characteristics and ASN\nroles. Therefore, the approach will not be uniform but proportional and\ncontextual according to the needs of each agency. \u201cEssential public\nservices remain the top priority that cannot be compromised,\u201d said\nRini.<\/p>\n<p>Furthermore, Rini explained that the framework for this flexibility\nis already available through Presidential Regulation Number 21 of 2023\non Working Days and Hours for ASN and Minister of PANRB Regulation\nNumber 4 of 2025 on the Implementation of Flexible Civil Service Duties\nfor ASN in Government Agencies. \u201cThe government will announce it\nofficially to the public after the final decision is set,\u201d she said.<\/p>\n<p>Previously, in a cabinet meeting at the State Palace in Jakarta on\nFriday, 13 March 2026, President Prabowo Subianto encouraged steps to\nsave fuel oil consumption and consider WFH policies as a measure to\nanticipate the impact of the global crisis.
