        "content": "<p>JAKARTA \u2014 The House of Representatives\u2019 Legislative Body (Baleg DPR)\nis giving special attention to the discussion of the Domestic Worker\nProtection Bill (RUU PPRT), which will regulate 11 important points.<\/p>\n<p>Deputy Chair of the Legislative Body Martin Manurung stated that the\nRUU PPRT has been included in the National Legislative Programme\n(Prolegnas) for 22 years.<\/p>\n<p>\u201cI believe both the House of Representatives and the government must\ngive attention and commitment so that we can complete the RUU PPRT\npromptly,\u201d said Martin, opening a parliamentary hearing (RDP) on the RUU\nPPRT on Wednesday (11 March 2026).<\/p>\n<p>Currently, regulations concerning domestic workers are limited to the\nMinistry of Labour Regulation No.\u00a02 of 2015 on Domestic Worker\nProtection.<\/p>\n<p>\u201cThis means the regulatory level is still only at ministerial\nregulation. Therefore, we need to gather input before the working\ncommittee discusses and drafts the RUU PPRT, particularly regarding the\npattern of conflict or labour dispute resolution in the domestic worker\nsector,\u201d said Martin.<\/p>\n<p>The 11 key points include:<\/p>\n<ol type=\"1\">\n<li><p>Domestic worker protection shall be based on principles of family\nrelations, protection, respect for human rights, justice, welfare and\nlegal certainty.<\/p><\/li>\n<li><p>Recruitment of domestic workers can be conducted directly or\nindirectly. Written employment contracts shall only apply to domestic\nworkers recruited indirectly through Domestic Worker Placement Companies\n(P3RT).<\/p><\/li>\n<li><p>Any person assisting with household work based on custom,\nkinship, family relations, education or religious grounds shall not be\nclassified as a domestic worker under this law.<\/p><\/li>\n<li><p>Indirect recruitment of domestic workers by P3RT can be conducted\nboth offline and online, adapting to technological\ndevelopments.<\/p><\/li>\n<li><p>Prospective domestic workers shall receive vocational education\nand training from both central and local government as well as from\ndomestic worker placement companies.<\/p><\/li>\n<li><p>Vocational education and training for prospective domestic\nworkers shall include education on social and cultural norms prevailing\nin society according to the context of the workplace, so that domestic\nworker placement can maintain sociocultural relations between employers\nand P3RT.<\/p><\/li>\n<li><p>P3RT shall be a legal entity and must obtain business licensing\nfrom the central government in accordance with applicable laws and\nregulations.<\/p><\/li>\n<\/ol>",
