They pointed out that flood water had never<br>\nreached such high levels.<\/p>\n<p>Residents were apparently convinced that the newly constructed<br>\nbypass road along the Kendari coastline had hampered the flow of<br>\nwater out to sea.<\/p>\n<p>\"The drainage system along the road should be increased so<br>\nwater flowing from inland to the bay can move quickly,\" said H.<br>\nRahman, a resident of the Andonuhu area who's house is still<br>\ninundated with 40 centimeters of water.<\/p>",
