The Ministry of Coordinating Human Development and Culture (Kemenko PM) has spotlighted the legal case involving videographer Amsal Christy Sitepu, warning that it risks criminalising creative professionals and stifling innovation in Indonesia's creative economy. Deputy Leontinus Alpha Edison criticised the corruption allegations as stemming from differing perceptions of professional service values, stressing that creative outputs like concepts, editing, and dubbing cannot be evaluated solely through administrative lenses. Kemenko PM urged stronger protections for the creative sector to maintain trust and growth, while commending DPR Commission III leaders for their supportive stance.

REPUBLIKA.CO.ID, JAKARTA — The Ministry of Coordinating Human
Development and Culture (Kemenko PM) has highlighted the legal case
ensnaring Amsal Christy Sitepu, a creative worker in videography. This
matter requires attention as it relates to protecting the creative
economy ecosystem.

Deputy for Coordinating the Empowerment of the People’s Economy and
Protection of Migrant Workers at Kemenko PM, Leontinus Alpha Edison,
stated that the case has drawn attention because it concerns the
position of creative workers within the legal system. It also serves as
a stark warning for the future of the creative economy ecosystem.

Leontinus assessed that Amsal represents actors in the creative
industry who contribute through visual works. “The corruption charges
levelled against Mr Amsal, merely due to differences in perception
regarding the value of professional services, constitute a form of
criminalisation that could extinguish the spirit of innovation at the
grassroots level,” said Leontinus on Monday (30/3/2026).

Leontinus explained that evaluations of creative work outcomes cannot
be equated with purely administrative approaches. According to him,
elements such as concepts, editing, and dubbing are crucial parts in
generating added value for a work.

“Amsal is merely a professional service provider who submitted a
transparent proposal according to his competence. It should be noted
that he is not the budget authority holder with the power to determine
the ceiling of state funds,” said Leontinus.

Kemenko PM emphasised the importance of protecting actors in the
creative industry so that the ecosystem continues to grow. Leontinus
reminded that handling cases without considering the characteristics of
the creative sector could impact the confidence of industry players.

“We also extend our appreciation to the leadership of DPR RI
Commission III, Mr Habiburokhman and Mr Kawendra, who have given special
attention to the Amsal Sitepu case and serve as a moral pillar for
enthusiasts in the creative economy sector to remain consistent in their
work without fear, as long as they stay within the proper corridors,”
said Leontinus.
",
