Therefore, when pilgrims feel uncomfortable due to the presence of\nstreet children and beggars, the problem does not stop at public\norder.<\/p>\n
Complaints from pilgrims in the area have repeatedly come through the\n\u201cLapor Cak Eri\u201d hotline. The Surabaya City Government then deployed\nSatpol PP and declared it would tighten supervision.<\/p>\n
This fact shows there is a problem that directly touches the quality\nof public space and people\u2019s experience when visiting one of Surabaya\u2019s\nmost important religious areas.<\/p>\n
The complaints that emerged are not solely about the presence of\npeople asking for money. There are reports of street children pretending\nto help pedestrians cross the road, soliciting money in ways perceived\nas coercive, and even following pilgrims.<\/p>\n
Such behaviour shifts the problem from poverty to a matter of public\ncomfort and order.<\/p>\n
However, enforcement must not make us stop at the question of how to\ndrive these people away from the Ampel area. The more important\nquestions are why they come, why they keep returning, and what happens\nafter they are cleared out.<\/p>\n

The Surabaya City Government in fact already has a handling scheme in\nplace. Satpol PP coordinates with the Social Affairs Office to handle\nbeggars based on age and area of origin.<\/p>\n
Adult beggars who are local residents are directed to the Lingkungan\nPondok Sosial, or Liponsos, for registration and guidance, while minors\nare directed to special guidance units. Those originating from outside\nthe city can be coordinated for return to their home regions.<\/p>\n
Meanwhile, the Regional Technical Implementation Unit (UPTD) of\nLiponsos Keputih has a mandate for social rehabilitation of the\nhomeless, beggars, street buskers, and street children.
