        "content": "<p>Jakarta, VIVA \u2013 Rajiv, a member of Commission IV of the House of\nRepresentatives (DPR RI), has condemned the alleged corruption case\ninvolving Rp10.2 billion in animal feed funds at Surabaya Zoo (KBS),\nwhich are suspected to have been used for personal gain by Choirul\nAnwar, the former President Director of the Regional Public Company for\nAnimal Parks (PDTS) KBS.<\/p>\n<p>Rajiv called on law enforcement to thoroughly investigate the case\nand examine all parties suspected of involvement in the misappropriation\nof animal feed funds between 2016 and 2024.<\/p>\n<p>\u201cThe misappropriation is alleged to have taken place over eight\nyears. I support the East Java High Prosecutor\u2019s Office in investigating\nthis case comprehensively, without discrimination. The investigation\nmust not stop at one individual. Everyone suspected of knowing about the\nirregularities in the KBS budget must be examined,\u201d Rajiv said on\nFriday, 24 July 2026.<\/p>\n<p>Rajiv further stressed that if corruption is legally and convincingly\nproven in court, Choirul must receive the heaviest possible sentence in\naccordance with prevailing regulations.<\/p>\n<p>\u201cWe still respect the principle of presumption of innocence, because\nnaming a suspect is not yet a guilty verdict. However, if all charges\nare proven in court, there must be no lenient sentence,\u201d said the MP\nfrom the Nasdem Party faction.<\/p>\n<p>According to him, the corruption of animal feed funds constitutes an\nirregularity that has degraded the quality of KBS management, including\ndirty and damaged facilities and animals that appear unhealthy, with\nsome deaths suspected to be the result of inadequate care.<\/p>\n<p>\u201cCorruption of animal feed funds is a cruel act. What has been stolen\nis not only state money, but the basic rights of animals to food,\nhealthcare and a decent living environment,\u201d he said.<\/p>\n<p>Therefore, Rajiv considers the case to involve not merely a dimension\nof financial loss to the state, but also biological, animal welfare and\nconservation damage whose value cannot be counted in rupiah.<\/p>\n<p>He emphasised that a zoo is not merely a recreational facility or a\nregionally owned enterprise. KBS is an ex situ conservation institution,\noutside natural habitats, entrusted with the function of rescue and the\npreservation of genetic reserves.<\/p>\n<p>Under Minister of Environment and Forestry Regulation Number 15 of\n2023, the management of conservation institutions for public purposes\nmust be carried out based on the principles of ethics and animal\nwelfare.<\/p>",
