        "content": "<p>The Karo District Prosecutor\u2019s Office in North Sumatra has confirmed\nthat it will not file a cassation appeal against the acquittal verdict\nhanded down by the panel of judges at the Medan District Court for\nvideographer Amsal Sitepu. Consequently, the case now holds final legal\nforce (inkracht).<\/p>\n<p>\u201cThe Public Prosecutor of the Karo District Prosecutor\u2019s Office did\nnot file a cassation against that acquittal verdict,\u201d stated Rizaldi,\nHead of Legal Information at the North Sumatra Attorney General\u2019s\nOffice, to CNNIndonesia.com on Tuesday (14\/4).<\/p>\n<p>Rizaldi explained that this step is based on Article 299 of Law\nNo.\u00a020 of 2025 on the Criminal Procedure Code, which stipulates that\nprosecutors cannot file cassation appeals against acquittal\nverdicts.<\/p>\n<p>\u201cBecause under the new Criminal Procedure Code, prosecutors cannot\nfile cassation appeals against acquittal verdicts,\u201d he said.<\/p>\n<p>Additionally, he noted that based on the views from the public\nhearing meeting (RDPU) of House of Representatives Commission III\nregarding the Amsal Sitepu case at the DPR RI building on Thursday\n(2\/4\/2026), the commission requested that prosecutors not file\ncassation.<\/p>\n<p>\u201cThen, regarding that RDPU, Commission III has already provided its\nviews,\u201d he said.<\/p>\n<p>Previously, the panel of judges at the Medan District Court issued an\nacquittal verdict for the defendant Amsal Christy Sitepu on Wednesday\n(1\/4\/2026). He was found not guilty of mark-up in the production of\nvillage profile videos in Karo Regency for the 2020-2022 fiscal years\namounting to Rp202,161,980.<\/p>\n<p>\u201cRuling, stating that the defendant Amsal has not been legally and\nconvincingly proven guilty of the acts as charged primarily and\nsubsidiarily by the public prosecutor,\u201d stated the panel of judges\nchaired by Mohammad Yusafrihardi Girsang.<\/p>\n<p>Therefore, the panel ordered the defendant to be acquitted from the\npublic prosecutor\u2019s charges and the restoration of the defendant\u2019s\nrights in his position, status, dignity, and honour.<\/p>\n<p>Previously, public prosecutor Wira Arizona had demanded two years\u2019\nimprisonment for the defendant Amsal, a fine of Rp50 million or three\nmonths\u2019 detention in lieu. In addition, Amsal was burdened with repaying\nstate losses of Rp202,161,980. If not paid, it would be replaced with\none year in prison.<\/p>\n<p>In the prosecutor\u2019s indictment, it was stated that Amsal, who also\nserves as Director of CV Promiseland, handled the project for producing\nprofile videos for 20 villages in Karo Regency. The programme was funded\nfrom village funds.<\/p>\n<p>However, the prosecutor assessed that the proposal submitted by Amsal\nto the village heads was not properly prepared and tended to be marked\nup. Moreover, the implementation of the work was deemed not in\naccordance with the Bill of Quantities (RAB). Each video project was set\nat a cost of Rp30 million per village.<\/p>\n<p>From the analysis by the auditors of the Karo Regency Inspectorate,\nthe cost of producing the video should have been around Rp24.1 million\nper village. This is because services for editing, cutting, and dubbing\nshould have been priced at Rp0. Therefore, Amsal was deemed to have\nenriched himself by Rp202,161,980.<\/p>",
