        "content": "<p>Allegations of volume manipulation practices for excavation truck\nloads in Karangasem have been uncovered. The Special Committee (Pansus)\nI of the Karangasem DPRD discovered a significant discrepancy between\ninvoices and actual loads during a surprise inspection (sidak) at the\nRendang sub-district portal checkpoint.<\/p>\n<p>During the inspection, the committee found evidence of volume\nmanipulation that could potentially cause tax leakage. This finding\nemerged when the team directly checked the transportation activities of\nmaterials in the field.<\/p>\n<p>\u201cIn the invoices submitted, it is recorded as carrying only 4 cubic\nmetres of material, whereas the facts we found in the field show that\nthe truck is transporting 8-12 cubic metres,\u201d said the Chairman of\nPansus I, I Nengah Sumardi, on Monday (27\/4\/2026).<\/p>\n<p>Regarding this finding, the committee has coordinated with the\nRegional Financial and Asset Management Agency (BPKAD) of Karangasem to\nseek solutions. This is being done to prevent similar practices from\nrecurring, as they directly impact local own-source revenue (PAD).<\/p>\n<p>\u201cImagine, around 300 percent of the volume is not subject to tax. One\ncan imagine how much the leakage is. This is just one checkpoint; we\nwill also conduct inspections at other checkpoints,\u201d Sumardi stated.<\/p>\n<p>In addition to the volume issue, the committee highlighted the\ncontinued use of manual invoices in transactions at the Rendang portal\ncheckpoint. The use of this manual system is said to occur due to signal\nor telecommunications network limitations in the area.<\/p>\n<p>Sumardi assessed that the use of manual invoices is highly vulnerable\nto abuse by irresponsible individuals. Therefore, they are pushing for\nall transactions to switch to a digital system to minimise the potential\nfor fraud.<\/p>\n<p>\u201cWe will push for no more use of manual invoices; everything must be\ndigital because it is more transparent.
