        "content": "<p>Kamra and ABRI's prestige<\/p>\n<p>The government has finally decided to take the middle road in<br>\ntrying to overcome its security personnel shortage by forming a<br>\n40,000-strong people's security unit (Kamra). The government --<br>\nthrough Armed Forces Chief\/Minister of Defense Gen. Wiranto --<br>\nhad earlier expressed the intention of forming a civilian<br>\nmilitia, which raised a wave of controversies.<\/p>\n<p>Our experience over the past few months, including during the<br>\nSpecial Session of the People's Consultative Assembly, has shown<br>\nthat as long as our national police in particular, and the Armed<br>\nForces (ABRI) in general, are unable as primary law enforcing<br>\nagents to win the respect of the people, it will be difficult to<br>\nexpect the public to observe existing legal and social guidelines<br>\nof conduct. This means that in the long run, enlarging the<br>\nnumbers of existing security personnel must be given priority so<br>\nthat it will no longer be necessary to resort to ad hoc measures,<br>\nsuch as forming Kamra units.<\/p>\n<p>ABRI in particular, and the law enforcing institutions in<br>\ngeneral, could strive to win back the public's respect in two<br>\nways: first, by seriously trying to show the people their<br>\ncommitment (to enforce law and justice) while always defending<br>\nthe people's interests, and second, by making ABRI an institution<br>\nthat is respected by all.<\/p>\n<p>-- Bisnis Indonesia, Jakarta<\/p>",
