        "content": "<p>Jakarta - PT Kereta Api Indonesia (Persero) signed a Memorandum of\nUnderstanding with the National Research and Innovation Agency (BRIN)\nduring the BRIN Goes to Industry 5 event at the Soemitro Djojohadikusumo\nAuditorium in Jakarta on Tuesday. The collaboration is directed at\nstrengthening research, exploration, and adoption of railway technology,\nincluding the development of an Automatic Train Protection (ATP)\nsystem.<\/p>\n<p>Deputy Minister of Energy and Mineral Resources Yuliot Tanjung stated\nin his remarks that Indonesia\u2019s industrial transformation requires\nincreasingly strong synergy between the government, research\ninstitutions, universities, and the business sector. He noted that\nstrengthening research and innovation is a crucial part of supporting\nindustrialisation, enhancing national competitiveness, and accelerating\ndownstreaming.<\/p>\n<p>BRIN Head Arif Satria emphasised the importance of ensuring research\nresults can be utilised by industry and generate economic, social, and\nenvironmental impact. The collaboration between researchers, government,\nand businesses is expected to accelerate the birth of applicable\ninnovations, increase productivity, open business opportunities, and\nsupport emission reduction and environmental management.<\/p>\n<p>KAI\u2019s Director of Portfolio Management and Information Technology, I\nGede Darmayusa, explained that ATP development requires measured study,\ntesting, and evaluation stages because it must be adapted to Indonesia\u2019s\nrailway operational conditions. He stated that safety is the primary\nconsideration in every technology adoption process at KAI, and the\ncollaboration with BRIN provides space to test various research-based\ntechnological alternatives.<\/p>\n<p>ATP is a train protection system with three main functions:\npreventing trains from passing signals at danger, monitoring travel\nspeed, and conveying operational information to the driver. The system\nrequires integration between trackside infrastructure devices and\nonboard equipment on locomotives or powered trains.<\/p>\n<p>The development refers to Minister of Transportation Regulation\nNo.\u00a052 of 2014 concerning the obligation to implement an Automatic Train\nControl System. Under this regulation, the infrastructure manager\ndetermines the trackside system, while the train operator installs\ncompatible onboard devices.<\/p>\n<p>KAI and BRIN will use a Proof of Product approach as a validation\nstage before determining the ATP technology to be adopted. This approach\nvalidates the function, integration, and performance of the technology\nunder conditions representing KAI\u2019s operations, while also identifying\ngaps, mapping risks, and formulating necessary adjustments and\nmitigation measures. The validation process is necessary due to the high\ncomplexity of KAI\u2019s operational environment, which includes diverse\ntrain traffic, different vehicle characteristics, variations in\noperational patterns, infrastructure complexity, and interoperability\nrequirements.<\/p>\n<p>The ATP development roadmap is structured in three stages. The first\nstage will be implemented in Q3 2026 through the formation of an ATP\nWorking Group involving KAI and the Directorate General of Railways.\nThis group will formulate the ATP adoption concept, functional\nrequirements, implementation roadmap, consultant framework, diversity\nstudies of rolling stock and infrastructure, gap analysis, and\ntechnology recommendations. The second stage is planned for Q4 2026,\nfocusing on Proof of Product planning, preparation of design criteria,\ntechnical, operational, and safety requirements, and market sounding to\ntechnology providers. The third stage will run from Q4 2026 until no\nlater than Q2 2027, encompassing the validation process.<\/p>",
