Judges, scholars call for battle against crime<\/p>\n
JAKARTA (JP): Judges and scholars choired together in a
\nseminar held here yesterday to strongly support the police war
\nagainst any prototype of organized crime syndicates in the city.<\/p>\n
\"It's far better for us to anticipate the possible growing of
\norganized crime groups, which have already operated even though
\nin only traditional ways,\" Minister of Justice Oetojo Oesman told
\nparticipants of a police-sponsored seminar on organized crime and
\nits prevention at the Police Science College here.<\/p>\n
\"We have to be able to make an early estimation and detection
\nabout their future growth,\" the minister said.<\/p>\n
Scholars Muladi from the University of Diponegoro (in
\nSemarang), Satjipto Rahardjo from the Moslem-based Assyafi'iyah
\nCollege (Jakarta) and law practitioner Lobby Loeqman highly
\nappreciated all police maneuver in order to limit the number of
\ncrimes and the possible well-organized crime groups in the
\ncountry.<\/p>\n
According to Muladi, the main crime cases recorded by police
\nrevealed that none of them have been carried out by any organized
\ncrime syndicates.<\/p>\n
Small groups<\/p>\n
Based on police investigation, racketeering, violence robbery,
\ndrugs trafficking, prostitution, vehicle thefts, terrorism and
\nwhite collar crimes only involved small groups of people, he
\nsaid.<\/p>\n
Yet, the authorities have to pay serious attention against the
\nphenomena as many of the crimes had linked with other countries,
\nMuladi warned.<\/p>\n
Rahardjo said: \"Even though organized crimes have yet been a
\nproblem in Indonesia, we have to anticipate their presence as
\nearlier as possible due to other countries' experience and the
\nworld globalization.\"<\/p>\n
But, a commentator of the seminar warned that an extreme
\nbehavior such as the use of violence to overcome the organized
\ncrime syndicates will never end their existence as what we
\nestimated before.<\/p>\n
\"It only lets the young criminal groups to ask protection from
\nthe syndicates,\" said scholar Mardjono Reksodiputro from the
\nUniversity of Indonesia.<\/p>\n
For instance, the recent massive operation against street
\nhoodlums might not help avoid the presence of organized crime
\nsyndicates in this country.<\/p>\n
\"The operation only touched 'the coat' of the syndicates
\nonly,\" said the professor.<\/p>\n
Thus, the authorities \"need another different strategy to
\ndrive the syndicates away from the country,\" Mardjono suggested.<\/p>\n
The one-day seminar yesterday was attended by over 100
\nparticipants from related bodies. Other speakers included Supreme
\nJudge Bismar Siregar, former deputy national police chief for
\noperational affairs Maj. Gen. (ret.) Koesparmono Irsan, former
\ncity police chief Maj. Gen. (ret.) Mochammad Hindarto and law
\npractitioner Noorsyahbani.<\/p>\n
National Police Gen. Banurusman Astrosemitro in his speech
\nurged the meeting participants to adjust their vision, perception
\nand interpretation about organized crime syndicates in order to
\nformulate the prevention for such groups.<\/p>\n
Loebby reminded that besides preparing to anticipate the
\npresence of strong organized crime syndicates, the authorities
\nhave also had to worry about the collusion between high-ranking
\nofficials and criminals which, in turn, could become an effective
\nembryo for the existence of such a syndicate.<\/p>\n
Police claimed that there has been no single organized crime
\nsyndicate in this country but found some small groups have run
\ntheir operation similar to those carried out by noted foreign
