Judges need scholarly assistance: Expert<\/p>\n
JAKARTA (JP): State administrative court judges need
\nindependent experts to help their judges reach truly objective
\ndecisions, a prominent lawyer proposed yesterday.<\/p>\n
T. Mulya Lubis said the presence of experts in the courts
\nwould help improve the judicial system in Indonesia, which has
\nbeen viewed as \"far from ideal\".<\/p>\n
\"The experts' job will include providing ideas to aid judges
\nso that the decisions they make are more objective,\" he said
\nwhile addressing a two-day workshop on state administrative court
\nheld by the Ministry of Justice.<\/p>\n
On hand were bureaucrats and law experts, including Girindro
\nPringgodigdo, the dean of administrative law school at the
\nUniversity of Indonesia and judge Benjamin Mangkoedilaga.<\/p>\n
Mangkoedilaga was this year's winner of the Suardi Tasrif
\naward, for his role in promoting the freedom of the press.<\/p>\n
Lubis said he was inspired by administrative court judges'
\nadmission that they have limited knowledge on many fields and
\nthat they need experts to give them input to deal with particular
\ncases.<\/p>\n
He suggested that the experts, whom he called \"lay judges\",
\nmay be recruited from among professionals, especially those who
\nwork in independent research centers, such as the Center for
\nStrategic and International Studies and the Center of Information
\nand Development Studies.<\/p>\n
He said that justice in Indonesia is still difficult to
\nrealize because the government is overly strong, social control
\nis weak, the masses' educational level is low and press freedom
\nis curtailed.<\/p>\n
Scholarly assistance for judges is important because in the
\nfuture, courts will have to try cases that involve sophisticated
\ntechnology which was never imagined in the past. (16)<\/p>",
