The Indonesian government's plan to integrate the Cibitung-Cilincing Toll Road (JTCC) into a broader logistics corridor is expected to enhance distribution efficiency and connectivity between industrial areas and Tanjung Priok Port. Stakeholders have welcomed the initiative but stress that a ministerial regulation is essential to provide legal certainty and ensure proper governance. The scheme aims to reduce reliance on congested arterial roads, thereby lowering logistics costs.

JAKARTA – The plan to integrate regional logistics corridors being
prepared by the Toll Road Regulatory Agency (BPJT) is considered to have
the potential to improve the efficiency of goods distribution while
strengthening connectivity between industrial estates and ports. One
section drawing attention is the Cibitung-Cilincing Toll Road (JTCC),
which connects industrial areas in eastern Jakarta and West Java with
Tanjung Priok Port.

At present, national logistics flows still rely heavily on arterial
roads shared with private vehicles. This condition frequently triggers
congestion, lengthens travel times, and increases logistics costs due to
distribution uncertainty.

Tulus Abadi, a BPJT member representing the public, said the
government is preparing a regional logistics corridor integration scheme
for the JTCC. The move aims to maximise the use of the existing toll
road network while reducing traffic burdens on arterial roads.

“The integration plan for the JTCC is part of a broader connectivity
effort that encompasses a number of other toll road sections that meet
the requirements,” said Tulus.

A number of observers and logistics business players have welcomed
the plan positively. However, they believe the implementation of the
integration will be more optimal if supported by regulations that
provide certainty for all stakeholders.

Public policy observer Agus Pambagio said regulations are needed as
the basis for coordination among toll road business entities (BUJT),
while also ensuring that governance and oversight run well.

“A Ministerial Regulation is indeed needed as the basis for
implementing the integration. Equally important are its governance and
oversight, so that implementation runs consistently and provides
certainty for all parties,” said Agus.
",
