Endriartono <br>\nSutarto said Monday that he would withdraw troops currently <br>\ndeployed at several vital installations, including PT Freeport <br>\ngold and copper mine in Papua, arguing that \"guarding the places <br>\nis not part of our main tasks.\"<\/p>\n<p>Speaking in a press conference at TNI headquarters, <br>\nEndriartono, nevertheless, said that for the time being, troops <br>\nwould still guard ExxonMobil gas operations in Aceh province due <br>\nto security concerns. Aceh has been under martial law since May <br>\n19, when the government launched a military operation to crush <br>\nseparatist rebels.<\/p>\n<p>\"Based on the Law No. 3\/2002 on state defense, guarding vital <br>\ninstallations is not part of our duties. We are not mercenaries <br>\neither and the decision to guard the vital objects was not coming <br>\nfrom us, but from the government due to security considerations,\" <br>\nEndriartono said. \"We do not wish to be a scapegoat should <br>\nsomething happen to the companies.\"<\/p>\n<p>The TNI submitted the proposal on troops withdrawal to the <br>\ngovernment in Nov. 4 and expected that the latter would <br>\nimmediately approve it.<\/p>\n<p>He denied his proposal was linked to a U.S. decision to <br>\nwithhold assistance for Indonesia's armed forces unless they <br>\ncooperate fully with a Federal Bureau of Investigation probe into <br>\nthe ambush killing of two Americans at Freeport in August last <br>\nyear which killed two Americans and an Indonesian.<\/p>\n<p>Papua police last year quoted a witness as saying that <br>\nKopassus special forces soldiers were suspected of carrying out <br>\nthe attack. The military denies any involvement.<\/p>\n<p>Freeport has said it paid the Indonesian military about US$5.6 <br>\nmillion last year to protect its employees in Papua.<\/p>\n<p>Former defense minister Juwono Sudarsono said earlier this <br>\nyear that TNI should not have funding sources other than the <br>\nstate, and that collecting payments from other sources would <br>\nerode their loyalty to the state.<\/p>",
