Maj. Gen. William T. da Costa, chief of the Udayana Military
\nCommand overseeing Bali, West and East Nusa Tenggara, asserted
\nthat he would take strict action against the servicemen who were
\nsuspected of being involved in the Soe incident that left a
\npolicemen dead.<\/p>\n
\"We are still investigating the incident. Two servicemen have
\nbeen detained to undergo an intensive Military Police
\ninvestigation,\" he said in Kupang on Tuesday.<\/p>\n
Antara reported that Second Lt. FS, commander of the Timur
\nTengah Selatan Military Subdistrict, had been detained by the
\nMilitary Police for giving permission for gambling activities in
\nthe regency to raise funds to rehabilitate his official
\nresidence, while Capt. S., an intelligence officer, was detained
\nbecause besides protecting the gambling activities, he was also
\nallegedly involved in the incident.<\/p>\n
The incident occurred when hundreds of East Timorese refugees
\ncame to the Timor Tengah Selatan police station to demand the
\nreturn of goods the police had seized as part of an operation to
\nrid refugee camps in the regency of gambling by the end of
\nSeptember 2001. The refugees ran amok and attacked on-duty
\npersonnel, leaving a policeman, identified as Immanuel Mean,
\ndead.<\/p>\n
Da Costa pledged the military command would be transparent in
\ncarrying out the investigation and would bring to justice those
\nwho were found guilty of backing up the gambling activities and
\nof provoking refugees to attack the police station.<\/p>\n
\"If the soldiers are proven guilty in the gambling case and in
\nthis incident, they could be dismissed from the military and be
\nprosecuted in accordance with military law,\" he said.<\/p>\n
He said the military had never allowed servicemen to back up
\ngambling activities to raise funds for certain purposes as this
\nwas against the law.<\/p>\n
He also said he would encourage the police to fight against
\nany gambling rackets that might encourage the refugees to stay on
\nIndonesian soil.<\/p>",
