        "content": "<p>JP\/5\/SAMPAH<\/p>\n<p>Medan enacts tougher bylaw on sanitary<\/p>\n<p>Apriadi Gunawan <br>\nThe Jakarta Post<br>\nMedan, North Sumatra<\/p>\n<p>The Medan municipality government and legislative council agreed <br>\non Thursday to impose a new bylaw on sanitary, which would carry <br>\na severe fine or a jail sentence for those who throw garbage <br>\nanywhere in the city.<\/p>\n<p>Deputy speaker of the Medan legislative council Sakty Batubara <br>\nsaid that under the new bylaw people, who throw garbage in the <br>\ncity&apos;s main thoroughfares or other public spaces, would be <br>\nsubjected to a Rp 1 million (US$125) fine or a jail sentence up <br>\nto six months.<\/p>\n<p>The severer fine and jail sentence would be imposed to people <br>\nwho recklessly throw garbage from a moving vehicle.<\/p>\n<p>&quot;They are liable to a fine of Rp 1.5 million and a six months <br>\njail sentence,&quot; he said without elaborating.<\/p>\n<p>Sakty went on that the new bylaw would take into effect in <br>\nFebruary, pending an adjustment period for three months to the <br>\npublic, starting from now.<\/p>\n<p>&quot;We need to disseminate the bylaw first to the public, so that <br>\nthey will not be surprised when the new bylaw finally is <br>\nexecuted,&quot; Sakty told The Jakarta Post at his office.<\/p>\n<p>As part of the bylaw dissemination program, Medan Mayor <br>\nAbdillah said that his administration would immediately provide <br>\nsome 10,000 to 15,000 small rubbish bins throughout the city, so <br>\nthat residents could dispose of their garbage.<\/p>\n<p>&quot;Once the infrastructure is completed, then there will be no <br>\nexcuse for people to throw garbage anywhere they like, that will <br>\nonly make the city dirty,&quot; he said.<\/p>\n<p>Abdillah called on the city residents to improve on cleanness <br>\nand orderliness in Medan, saying that it would benefit the city, <br>\nfor example, in terms of tourism.<\/p>\n<p>&quot;The cleanness of the city will attract more tourists to <br>\nMedan, which can increase the income of Medan&apos;s residents,&quot; he <br>\nsaid.<\/p>\n<p>Yusar, the head of Medan&apos;s Sanitary Office, admitted that <br>\ngarbage still posed a problem for the Medan municipality <br>\nadministration. The volume of garbage dumped by city residents <br>\nremained high, and will reach its peak during the religious <br>\nfestivities Idul Fitri and Christmas, and the New Year holiday. <br>\n&quot;At least 1,543 ton of garbage is dumped daily in Medan. This <br>\nhuge volume has been our concern,&quot; he said.<\/p>\n<p>Yusar said that the administration had to dispatch 131 trucks <br>\nevery day to discard some 1,500 tons of garbage produced by <br>\nMedan&apos;s households and industries.<\/p>\n<p>Compared to Jakarta metropolitan city, where 6,000 tons of <br>\ngarbage is unloaded daily to garbage dumps throughout the city, <br>\nthe volume of garbage dumped daily in Medan is rated small.<\/p>\n<p>But, Medan&apos;s figure is much higher than the volume of garbage <br>\ndumped in the South Sumatra capital of Palembang, where only 500 <br>\ntons of garbage is dumped daily in the city.<\/p>",
