New party offers free education<\/p>\n
SURABAYA: The newly established United Regional Party (PPD) is
\noffering free education and health services in a campaign to
\nattract recruits and to lure voters in the general elections next
\nyear.<\/p>\n
Party chairman Oesman Sapta said on Friday that his party
\nwould be an instrument for regions to convey their aspirations.<\/p>\n
Oesman, who is a deputy speaker of the People's Consultative
\nAssembly (MPR), promised his party's executive board would never
\nintervene in decisions made by its regional chapters.<\/p>\n
He said the PPD was ready to be verified to be legible to
\ncontest the 2004 elections, claiming that it had 28 provincial
\nchapters across the country.<\/p>\n
Oesman, who was accompanied by PPD's East Java chapter
\nchairman Andi Matulessi, was speaking during his visit to
\nSurabaya to meet party cadres and disclose the party's programs.<\/p>\n
He refused to say how many votes the party was targeting in

\nTen Indonesian ship crew passed the Borobudur expedition

Shipmates chosen for historic journey<\/p>\n
JAKARTA: The Borobudur ship expedition team has selected 10
\npeople out of hundreds of applicants to join an historic journey
\ntracing the cinnamon trade route.<\/p>\n
\"Indonesians interested in joining the selection is very high.
\nWe have received a total of about 800 applicants,\" committee
\nchairman Sapta Nirwanda said on Friday.<\/p>\n
Two of the selected candidates are women and they will join
\nthe journey that is separated into four parts.<\/p>\n
The expedition will start from the Ancol seaport in North
\nJakarta on Aug. 15, and is expected to arrive in Ghana, Africa,
\nin December.<\/p>\n

Irregularities found in seven provinces<\/p>\n
BANDUNG: The General Inspectorate of the Ministry of Home
\nAffairs has said it had found at lest 674 cases of irregularities
\nin the use of state funds in seven provinces.<\/p>\n
The largest number were found in West Sumatra with 131 cases.<\/p>\n
Of the 674 cases, at least 94 involved corruption (14
\npercent), while others respectively were violations of internal
\nregulations (326 cases) and job shirking (88 cases), ministry
\ndeputy inspector-general Bambang T said.<\/p>\n
He said the irregularities had caused losses of Rp 1.7 billion

RI among the worst for birth record<\/p>\n
BANDUNG: The United Nations has rated Indonesia among the
\nworst countries in the world for keeping birth records, which has
\ncontributed to massive child exploitation in the country.<\/p>\n
\"Indonesian birth records is also among the worst in ASEAN,\"
\nhead of the Banten and West Java chapter of the United Nations
\nChildrens Fund (Unicef) Hilda Winarta said on Thursday.<\/p>\n
The national census in 2001 revealed that 11 million children
\nwere born without birth records, or only four out of 10 children
\nin the country had birth certificates.<\/p>\n
Hilda said the low rate of birth certificate possession
\nstemmed from people's inability to pay fees to obtain such
\ndocuments, lack of awareness and complicated procedures.<\/p>\n
\"Without birth certificates, children have no citizenship.
\nTherefore they will get no protection from the state,\" Hilda
