        "content": "<p>JP\/4\/pemilu<\/p>\n<p>Factions reject <br>\nrestrictions on <br>\npresidential <br>\ncandidacies<\/p>\n<p>Kurniawan Hari<br>\nThe Jakarta Post<br>\nJakarta<\/p>\n<p>Most factions in the House of Representatives (DPR) rejected on <br>\nWednesday a clause in the presidential election bill that states <br>\nthat only political parties that win 20 percent or more seats in <br>\nthe House can contest the presidential elections.<\/p>\n<p>The nine factions, however, differed on whether or not <br>\nlegislative and presidential elections are to be contested at the <br>\nsame time.<\/p>\n<p>The faction&apos;s stance was disclosed last night during a hearing <br>\nbetween legislators and Minister of Home Affairs Hari Sabarno.<\/p>\n<p>The two biggest factions, PDI Perjuangan and Golkar, did not <br>\nspecifically reveal their objections to the 20 percent threshold <br>\nclause, only questioning the legal basis for the restrictions.<\/p>\n<p>Apart from discussing the two controversial issues, each <br>\nfaction also floated various opinions, ranging from requirements <br>\nfor presidential candidates to campaign funding limits.<\/p>\n<p>Patrialis Akbar of the Reform faction said that a presidential <br>\ncandidate must be capable, have integrity and be intelligent, <br>\nwhich he said could be measured from his or her educational <br>\nbackground.<\/p>\n<p>His statement promptly drew opposition from the Indonesian <br>\nDemocratic Party of Struggle (PDI Perjuangan) whose chairwoman <br>\nPresident Megawati Soekarnoputri has no university degree.<\/p>\n<p>Meanwhile, Antonius Rahail of the Indonesian Nationhood Unity <br>\n(KKI) faction emphasized that the requirements for a presidential <br>\ncandidate must clearly say that corrupters must be banned from <br>\ncontesting the presidency.<\/p>\n<p>&quot;If a corrupter is allowed to join the presidential race, it <br>\nwill be regretful.
