        "content": "<p>JP\/4\/ICPD<\/p>\n<p>The Jakarta Post<br>\nJakarta<\/p>\n<p>The country needs to revise legal rulings, allocate funding, and <br>\nestablish clear organizational structure in implementing <br>\nrecommendations from the International Conference on Population <br>\nand Development (ICPD+5) to address its population problems, a <br>\ndiscussion concluded on Tuesday.<\/p>\n<p>ICPD+5 is the review of the 1994 ICPD recommendations in <br>\nCairo, Egypt which required countries signing the regulations to <br>\nimplement them in national policies.<\/p>\n<p>Such policies should cover poverty eradication, education <br>\nprioritizing girls and women, gender equity and equality, the <br>\nreduction of infant and maternal mortality rate, reproductive <br>\nhealth including programs on fighting AIDS epidemic, food <br>\nsecurity, human rights protection, and environment preservation.<\/p>\n<p>Suko Bandiyono, demography expert at National Institute of <br>\nSciences (LIPI), said in the seminar that the revision of Law. <br>\nNo. 10\/1992 on the Development of Population and Welfare Family <br>\nwas needed to accomodate the latest progress in population issues <br>\nand to accomodate ICPD+5 recommendations.<\/p>\n<p>\"The law does not cover single parent family. The norms of <br>\nsmall family in the law is no longer relevant because we need <br>\nfamily with good quality,\" he said.<\/p>\n<p>The country also shows each year that some 40 infants die in <br>\nevery 1,000 live births.<\/p>\n<p>The law also has no articles supporting women empowerment, <br>\nchildren and the handicapped's rights, reproductive rights, and <br>\ngender equality and equity.<\/p>\n<p>Currently, Indonesia is the home of some 56 million poor <br>\npeople and its maternal mortality rate is 373 per 100,000 live <br>\nbirths, ten times higher than Thailand, 11 times higher than <br>\nMalaysia, and 75 times higher than Singapore.<\/p>\n<p>The country also shows each year that some 40 infants die in <br>\nevery 1,000 live births.<\/p>\n<p>Another speaker, Siswanto Agus Wilopo, deputy of Family <br>\nPlanning and Reproductive Health at the National Family Planning <br>\nBoard (BKKBN), said that combination between sufficient fund and  <br>\nclear organizational structure have proven the success of <br>\npopulation programs.<\/p>\n<p>\"The presence of both elements prove that government has <br>\npolitical will in addressing the population problems. However, we <br>\ndon't have a ministry of population right now and the fund source <br>\nis also limited. Maybe the issue of population is not attractive <br>\nfor the government,\" he said.<\/p>\n<p>Nesim Tumkaya, the United Nations Population Fund (UNFPA) <br>\nRepresentative to Indonesia said that the country should make <br>\nquick policies to tackle adverse population problems, especially <br>\nin fighting the AIDS epidemic.<\/p>\n<p>\"This threat is a serious one; there are some estimated <br>\n120,000 cases now. You may consider it as low prevalence but it <br>\nis rapidly rising. There is possibility of million people will be <br>\ninfected in the immediate future,\"<\/p>",
