House divided over Ladia Galaska road development<\/p>\n

\nThe House of Representatives is divided over the construction
\nproject for the Ladia Galaska road in Aceh, which will pass
\nthrough the Leuser National Park.<\/p>\n
Commission VIII for science, technology and environment has
\nobjected to the project, saying it is simply a waste of money and
\nignores environmental considerations.<\/p>\n
\"The Ministry of Settlement and Regional Infrastructure should
\nnot think about the road and financial aspects only, but take
\ninto consideration possible environmental destruction resulting
\nfrom the project,\" commission leader Moh. Askin told the Jakarta
\nPost. on Wednesday.<\/p>\n
He said the House was supposed to hear on Wednesday the
\nfindings of an investigation carried out by the Indonesian
\nInstitute of Sciences (LIPI) about the road development's
\nfeasibility, but the meeting was canceled without reason.<\/p>\n
A member of LIPI's investigation team, who requested
\nanonymity, said the institute recommended that the road project
\nbe halted. However, he refused to elaborate.<\/p>\n
House Commission IV for infrastructure is in favor of the
\nproject, saying it is aimed at facilitating the development of
\nthe local economy.<\/p>\n
Ministry of Settlement and Regional Infrastructure director
\ngeneral for regional infrastructure Hendrianto said the ministry
\nhad won support from Commission IV to construct the Ladia Galaska
\nroad. The project commenced in 2003.<\/p>\n
\"We have been building the road in locations where we have not
\nencountered problems. In areas where controversy over
\nenvironmental destruction is high, we have done nothing but have
\nwaited for the results of the LIPI investigation,\" he said.<\/p>\n
Asked if LIPI had recommended that the road development be
\naborted, Hendrianto said it was merely a suggestion.<\/p>\n
\"The decision lies in the hands of three senior officials:
\nMinister of Forestry M. Prakosa, Minister of Settlement and
\nRegional Infrastructure Soenarno and State Minister for the
\nEnvironment Nabiel Makarim,\" he said.<\/p>\n
He said his office would continue with road construction in
\ndispute-free areas.<\/p>\n
The settlement and regional infrastructure ministry has
\nclaimed that development of the road is necessary to link western
\nand eastern Aceh, at the request of the Aceh administration.<\/p>\n
The ministry has allocated Rp 100 billion (US$10.8 million)
\nfor project expenditure in 2003 and Rp 150 billion in 2004.<\/p>\n
It has awarded contracts to several firms to build the road.<\/p>\n
ALL OF WHAT APPEARS BELOW WOULD BE MUCH EASIER TO UNDERSTAND IF
\nWRITTEN AS A TABLE<\/p>\n
From Jeuram to Bt. Ateuh, the ministry has asked PT Wika Wira to
\nbuild the road, at a cost of Rp 74 billion.<\/p>\n
For the Bt. Ateuh to Takengon section, the ministry has
\nselected PT Hutama Karya - Sejahtera, is this part of the company
\nname or another company? I thought it was just PT Hutama Karya at
\na budget of Rp 71 billion.<\/p>\n
PT Hutama Karya has won another contract that entitles it and
\nPT Hananan to construct a section between Takengon and Ise Ise,
\nat a cost of Rp 58 billion.<\/p>\n
For the Ise Ise to Biang Kejeron section, the ministry has
\nawarded PT Jaya Konstruksi - Citra Jo the contract to build the
\nroad for Rp 64 billion.<\/p>\n
For Biang Kejeron to Lokop, PT Adhikarya - Pelita Jo will
\nbuild in a contract worth Rp 48 billion.<\/p>\n
For the Lokop to Peureulak section, the ministry has awarded
\nthe Rp 66 billion road project to PT Agra Co.<\/p>",
