Tall buildings should be friendly to their surrounding community:
\nRais<\/p>\n
JAKARTA (JP): Deputy Governor Tb. M. Rais is warning
\ndevelopers that the move to build lavish high rises throughout
\nthe city could create isolated enclaves and have a negative
\nimpact on national unity.<\/p>\n
Rais, the deputy governor for economy and development, told a
\nBakrie group sponsored seminar entitled \"Developing Tall
\nBuildings in Indonesia\" that when the facilities on the compound
\nof a tall building are superior to those in the surrounding
\ncommunity it can threaten the government's goal of harmony.<\/p>\n
\"Such developments often serve exclusively as a proving ground
\nfor renowned foreign architects and designers, catering to the
\ndemands of the privileged expatriates and members of the elites
\nwhich demonstrate a capitalistic philosophy and life-style,\" Rais
\nsaid.<\/p>\n
\"As a result, western methods are being repeated in the wrong
\ncontext,\" Rais said, saying the public would be better served if
\nlocal resources and a more innovative approach were used.<\/p>\n
Unfortunately western-minded approaches are the norm for
\nlarge-scale property developments in Indonesia, Rais said.<\/p>\n
This condition is exacerbated by the absence of appropriate
\nurban development policies and guidelines so that the location
\nand the concept of such developments is dictated mainly by market
\nforces and the whims of developers, Rais said.<\/p>\n
Their motive is mainly profit and \"rapid turnover,\" Rais said,
\nregretting that this ill approach is being followed by many
\ndevelopers.<\/p>\n
\"Hence, I would like to call the attention of developers to
\nthis negative approach,\" Rais said, believing that there are many
\nways developers can integrate the socio-cultural and economic
\ndimensions of the surrounding community into the plan and design
\nof tall buildings.<\/p>\n
Rais expressed his hope that property development will help
\nthe city reorganize and restructure its urban environment and in
\nthe end benefit the public in general.<\/p>\n
Rais was particularly concerned that the plush apartment
\nbuildings that are superior to the homes in surrounding
\ncommunities, especially the slums, will ignite social jealousy.<\/p>\n
The brisk sales of luxury apartment buildings in the city, the
\nowners of which are wealthy Indonesians or foreigners, in the
\nlast several years is partly attributable to the growth of the
\nwealthy classes.<\/p>\n
Superblock<\/p>\n
In his speech, Rais also mentioned his opinion of the city's
\nfirst superblock -- known as the Sudirman Business District --
\nwhich is now being developed by PT Danayasa Arthatama.<\/p>\n
\"The rationale behind the superblock concept -- known as
\nspatial clustering -- is acceptable since it attempts to enhance
\nthe well-being of the environment and modernize the city,\" Rais
\nsaid.<\/p>\n
However, Rais is cautious that the attempt will reflect the
\nearly colonial policies and work against the concept of national
\nunity because the self-contained superblocks imply the state of
\nbeing closed, thereby creating exclusive enclaves. (06)<\/p>",
