Jakarta's population burden reaches saturation point: Governor<\/p>\n
JAKARTA (JP): The governor is blaming crime in the city on an
\noverly dense Jakarta population.<\/p>\n
Governor Surjadi Soedirdja made the remark Tuesday in his
\nspeech at City Hall, after witnessing the signing of agreements
\nbetween the City Land Transportation (Organda) and a number of
\npublic transportation firms.<\/p>\n
\"Formerly there used to be ample room in the informal sector.
\nNow, no more,\" Surjadi said.<\/p>\n
Making money in Jakarta is getting more and more difficult,
\nespecially for the marginal class of society, Surjadi said,
\nadding that rural-to-urban migration is to blame.<\/p>\n
Urbanization results in unemployment, which, in turn, leads to
\ncrime, Surjadi said.<\/p>\n
Surjadi's statement was supported by Johannes Sutoyo, the head
\nof the criminology department at the University of Indonesia.<\/p>\n
\"Although rural-to-urban migration does not directly impact on
\nthe migrators' personality, it does induce unhealthy competition
\nwhich, coupled with urgent needs to meet basic necessities, stir
\npeople to commit crime,\" Johannes said.<\/p>\n
This is made worse by metropolitan lifestyles which promote
\nconsumerism and grandiose displays of wealth, Johannes said,
\nadding that this drives people to adopt short-cut methods to get
\nrich.<\/p>\n
Arief Budiman, a noted scholar at the Salatiga-based Satya
\nWacana Christian University in Central Java, agrees with
\nJohannes.<\/p>\n
\"The core of the problem is uneven distribution of wealth,\"
\nArief said, adding that many people from rural areas came to
\nJakarta in the hope of achieving a better standard of living,
\nwhich is unfortunately wrong.<\/p>\n
\"Some of them even cannot meet their own needs in the capital
\nand then commit crimes,\" he said.<\/p>\n
According to a study conducted by the Service Center for
\nJustice and Dedication to Law (PPKH) of the University of
\nIndonesia, every 13 minutes 11 criminal incidents occur in
\nJakarta, 60 percent of which fall into the category of property
\ncrimes.<\/p>\n
Purniati, a criminologist who is also a PPKH researcher, said
\ncriminals are becoming more sophisticated and at the same time
\nmore sadistic.<\/p>\n
\"They are not concerned with the identities of their victims.
\nThey victimize everyone, irrespective of whether they are
\nchildren, women, members of the Armed Forces or even generals,\"
\nshe said, apparently referring to the recent murder of Brig. Gen.
\nTMF Tampubolon, after being attacked by four employed men after
\nan argument.<\/p>\n
According to Purniati, all this is caused by unscrupulous
\ncompetition to earn a living and heavy pressure to survive.
