        "content": "<p>JP\/3\/BILLBOA\/0<\/p>\n<p>50 percent of billboards unlicensed: councilor<\/p>\n<p>JAKARTA (JP): The City Council lashed out against the alleged <br>\ncollusion between bureaucrats and entrepreneurs on unlicensed <br>\nbillboards.<\/p>\n<p>Helmy AR Syihab, chairman of the City Council's Commission C <br>\non finance, yesterday said 90 percent of billboards in the city <br>\nhave no \"license plates\" on them, and 50 percent of them <br>\nallegedly have no licenses at all.<\/p>\n<p>After inspecting billboards along Jl. MH. Thamrin, Jl. Jendral <br>\nSudirman and Jl. Gatot Subroto, the city's main thoroughfares, <br>\nHelmy voiced concern over the findings.<\/p>\n<p>\"The plates are necessary because they tell us, and the <br>\nofficials in charge of inspecting them, when the billboards' <br>\nlicenses expire,\" Helmy told journalists yesterday.<\/p>\n<p>According to city regulation, when the license has expired, <br>\nthe owner of the billboard can extend it within 40 days. If the <br>\nowner does not want to extend it, the city administration will <br>\nremove it by using guaranteed funds from the owner's company.<\/p>\n<p>He suggested that some delinquent companies are able to get <br>\nthe permit plates for unlicensed billboards, while the licensed <br>\nones are left unmarked. Such actions must be in coordination with <br>\nphony officials.<\/p>\n<p>\"An official who works together with such a company has <br>\nalready committed conspiracy because the company does not pay for <br>\nsome billboards it owns but only pays a small amount to that <br>\nofficial instead,\" he remarked.<\/p>\n<p>Deputy head of the City Revenue Agency Syuaib Nuhung, who <br>\nescorted Helmy and other councilors from Commission C to inspect <br>\nthe billboards, declined to comment on Helmy's remarks.<\/p>\n<p>\"I'm not the one who has authority to give an explanation on <br>\nthis matter,\" he told The Jakarta Post.<\/p>\n<p>Helmy acknowledged that the city revenue office successfully <br>\ncollected Rp 40 billion (US$19 million) from levies on billboards <br>\nin the previous fiscal year, or 33 percent over the target.
