Governor is yet to approve garbage project<\/p>\n
JAKARTA (JP): Governor Surjadi Soedirdja said the municipal
\nadministration is still studying a plan to build a 25-year build-
\noperation-and-transfer (BOT) between the City Sanitation Office
\nand PT Intan Maru Maskota (IMM) to build a garbage transfer
\nstation.<\/p>\n
\"I have not yet approved it,\" Governor Surjadi told The
\nJakarta Post during the opening ceremony of The Education &
\nTraining Expo '94 at the Jakarta Hilton Convention Center
\nyesterday.<\/p>\n
Director of PT IMM, Suryo Atmadja Sarwono, told the Post the
\ngovernor still requires more information about the company,
\nincluding their financial profile, before deciding whether or not
\nto approve the planned project.<\/p>\n
Suryo made the remark after presenting the project to the
\ngovernor and Moch. Subasir, the head of the sanitation office, at
\nthe City Hall yesterday.<\/p>\n
Subasir said that the project, if approved, would be divided
\ninto two phases.<\/p>\n
The first phase will deal with the construction of a transfer
\nstation in the Duri Kosambi subdistrict before the garbage is
\ntransported to the Bantar Gebang garbage dump in Bekasi, an area
\n35 kilometers east of Jakarta.<\/p>\n
The second phase will deal with the construction of a sorting
\nplant to separate organic from plastic waste, and turn it into
\ncompost, plus a waste water treatment plant.<\/p>\n
The plastic waste, Subasir said, will be sent to PT IMM's
\nplastic factory in Surabaya, East Java, to be recycled into
\nplastic ware.<\/p>\n
Suryo said the first phase of the Kosambi construction
\nproject, which is estimated to cost Rp 97 billion (US$45.1
\nmillion) excluding land compensation, will be financed with a
\nsoft loan from Japanese-based Overseas Development Cooperation
\nFund and the state-owned Bank Exim.<\/p>\n
\"We have provided a 10-hectare site in Duri Kosambi, West
\nJakarta, six hectares for the sorting plant and four hectares for
\nwaste water treatment plant,\" Subasir said. He added that the
\nplant would be able to recycle 2,000 tons of organic waste into
\n500 tons of compost every day.<\/p>\n
Subasir said in the future his office might build transfer
\nstations in every subdistrict of the city to reduce the amount of
\ngarbage scattered or spilled while being transported to the
\nlandfill site.<\/p>\n
He said about 4,000 cubic meters of garbage are spilled every
\nday.<\/p>\n
When asked about his office's present capacity to manage
\ngarbage, Subasir said that the sanitation office, with its 804
\ngarbage trucks, is able to dispose about 19,900 cubic meters, or
\n83 percent, of the 24,000 cubic meters of garbage the city
\nproduces in a day.<\/p>\n
The rest are contracted to private sanitation companies.
\nSubasir said there are 15 companies assigned to help dispose the
\ngarbage under contractual agreement.<\/p>\n
Governor Surjadi warned that the city administration will
\nsuspend the contracts of sanitation companies with bad or poor
\nrecords.<\/p>\n
\"We are still evaluating the contractors,\" Surjadi told the
\nPost.<\/p>\n
Subasir noted that his office has actually made the list of
\ncompanies according to their performance, but the office still
\nwaited for the governor's evaluation results. (06\/11)<\/p>",
