        "content": "<p>JORR tender to start next Monday<\/p>\n<p>The Jakarta Post<br>\nJakarta<\/p>\n<p>The government said on Wednesday it would start the re-tender <br>\nof the long delayed Jakarta Outer Ring Road (JORR) project on <br>\nJan. 21, with five developers expected to bid for the Rp 4 <br>\ntrillion (about US$384 million) project.<\/p>\n<p>Minister of Resettlement and Regional Infrastructure Soenarno <br>\nsaid that of the five developers, three were Malaysians, one <br>\nItalian and the other the local PT Jakarta Propertindo (Jakpro).<\/p>\n<p>He said JORR's former investor, PT Citra Nusapala Persada <br>\n(CMNP), remained off the list of bidding participants.<\/p>\n<p>\"The FSPC has demanded that none of the old investors are to <br>\njoin the project,\" Soenarno told reporters, referring to the <br>\nFinancial Sector Policy Committee (FSPC) which groups together <br>\nsenior economic ministers.<\/p>\n<p>The FSPC is in charge of handling major debt restructuring <br>\ndeals worth more than Rp 1 trillion under the Indonesian Bank <br>\nRestructuring Agency (IBRA).<\/p>\n<p>CMNP defaulted on bank loans to develop JORR, which was then <br>\nhanded over to IBRA in return for the agency taking over the bad <br>\ndebts.<\/p>\n<p>CMNP, linked to former President Soeharto's eldest daughter <br>\nSiti Hardiyanti Rukmana, has since been banned from joining the <br>\nproject.<\/p>\n<p>Local developer Jakpro is owned by the Jakarta administration.<\/p>\n<p>Based on The Jakarta Post records, the Malaysian bidders were <br>\nBRD-Hicom Berhad, Road Builder Holdings Berhad, and Ranhill.<\/p>",
