        "content": "<p>Jonggol and Tangerang projects may be halted<\/p>\n<p>BANDUNG (JP): West Java Governor R. Nuriana has expressed<br>\npessimism over the continuation of a development project in Bogor<br>\nand a reclamation project in Tangerang following a revocation of<br>\nPresidential decrees for the ventures.<\/p>\n<p>\"Who will want to continue the projects in a crisis like this?<br>\nMany companies have gone bankrupt and could not hope to take up<br>\nthe projects, which require a large amount of investment,\" he<br>\nsaid in Bandung on Friday after installing AA Tarmana as the<br>\nprovincial capital's new mayor for the 1998\/2003 term.<\/p>\n<p>Nuriana's statement was in sharp contrast to earlier comments<br>\nthat he was optimistic the projects could be continued.<\/p>\n<p>On Wednesday, President B.J. Habibie revoked the decrees<br>\n(issued by the then president, Soeharto) on the development of<br>\nJonggol township in Bogor and the reclamation project on the<br>\nKapuk Naga coast in Tangerang along with another reclamation<br>\nproject in Jakarta Bay.<\/p>\n<p>The move was reportedly aimed at redressing possible collusive<br>\nand nepotistic practices that may have taken place during the<br>\noriginal tender process.<\/p>\n<p>The continuation of the projects has now been entrusted to the<br>\ngovernors of Jakarta and West Java.<\/p>\n<p>The Kapuk Naga reclamation project, scheduled to be completed<br>\nwithin 15 years, was designed to preserve mangrove forests along<br>\nthe coast.<\/p>\n<p>The Ministry of Forestry and Plantations recently ordered that<br>\nthe 30,000-hectare project, linked to one of former president<br>\nSoeharto's sons, be put on hold until the developer settled the<br>\nforest obligation with the ministry.<\/p>\n<p>The West Java administration sent a team, led by Nuriana<br>\nhimself, to conduct a comparative study in the Netherlands in<br>\n1996 for the development of the Kapuk Naga reclamation project.<\/p>\n<p>The revocation of the decrees, he said, would allow all<br>\ndevelopers to have an equal chance to take part in the<br>\ncontinuation of the projects.<\/p>\n<p>Developers wishing to take on the projects will have to make a<br>\nbid in a transparent tender process, he said.<\/p>\n<p>\"I would be happy if there are any developers willing to<br>\ncontinue the projects.\"<\/p>\n<p>He said the old developers would be given the opportunity to<br>\ncontinue the projects, but would not be given special treatment<br>\nin the tender process.
