        "content": "<p>Jokowi\u2019s camp has spoken out regarding Roy Suryo\u2019s demand for the\nissuance of a letter to halt the investigation (SP3) in the defamation\ncase related to the diploma issue. Through his legal representative,\nRivai Kusumanegara, Jokowi hopes that the case will soon be brought to\ncourt. This is not only to fully clarify the matter but also to restore\nhis client\u2019s reputation. \u201cFrom Mr Jokowi\u2019s side, we actually hope that\nthis case will proceed to trial as soon as possible so that it can be\nconcluded. The diploma issue can be examined through a legitimate forum,\nand we hope for a result that has legal force and can restore Mr\nJokowi\u2019s dignity and honour,\u201d Rivai said in an interview on CNN\nIndonesia\u2019s Head to Head programme on Wednesday (6\/5). He hopes that the\ntrial of Jokowi\u2019s diploma case can also clear the names of several\nparties that have been implicated so far, such as UGM, the General\nElections Commission (KPU), and the Ministry of Education, Culture,\nResearch, and Technology. \u201cEveryone who has seemingly been accused of\nsomething can be cleared,\u201d he said. Rivai refuted Roy Suryo\u2019s claim that\npolice investigators had violated procedures in returning the case file\nto the prosecutor\u2019s office. According to him, since the diploma case\nbegan before the new Criminal Procedure Code (KUHAP) came into effect,\nthe legal process refers to the old KUHAP. That provision, Rivai said,\nrefers to Article 361 of the new KUHAP, which states, \u201cAt the time this\nlaw comes into force, criminal cases that are in the process of\ninvestigation or prosecution shall be completed under Law No.\u00a08 of 1981\n[old KUHAP].\u201d Referring to the old KUHAP, the reasons for halting the\nlegal process are limited and do not include the reason of returning the\ncase file from the police to the prosecutor\u2019s office (P19) within 14\ndays. This means, he said, that the legal process against the suspects\nin the case will continue. \u201cThis means that the 14-day issue returns to\nthe investigation stage. For example, if there are up to 30 leads, is it\npossible to complete them in two weeks?\u201d Rivai said. Meanwhile, Roy\nSuryo\u2019s legal representative, Refli Harun, explained that the 14-day\nlimit for returning the P19 case file is a clear norm that cannot be\ndebated. Thus, if counted from 26 January when the file was returned to\nthe police investigators, the process has now exceeded three months. \u201cSo\nif we say 14 days, it\u2019s 14 days. Why set a time limit? To ensure legal\ncertainty, so that the suspects are not left in limbo,\u201d he said.\nBecause, Refli said, his client has so far reported 24 times due to the\nunclear and convoluted legal process. Meanwhile, Roy views the legal\nprocess against him and the other four remaining suspects in the case as\nconvoluted.
