The government has officially signed a Joint Decree (SKB) regarding\nthe Pilot Programme for the Implementation of Integrated Services for\nWomen and Children in DKI Jakarta. Under this scheme, women and children\nwho are victims of violence will now only need to report through a\nsingle gateway, removing the need to move between various agencies.<\/p>\n
The signing of the SKB was conducted by several ministries and\nagencies alongside the Jakarta Provincial Government at Jakarta City\nHall on Thursday (4\/6\/2026). Attendees included National Police Chief\nGeneral Listyo Sigit Prabowo, Minister of Law Supratman Andi Agtas,\nMinister of Social Affairs Saifullah Yusuf, Minister of Health Budi\nGunadi Sadikin, Minister of Communication and Digital Meutya Hafid,\nMinister of Women Empowerment and Child Protection (PPPA) Arifah Fauzi,\nDeputy Minister of PPPA Veronica Tan, and the Chairman of the LPSK\nAchmald.<\/p>\n
This programme is an implementation of Presidential Regulation Number\n86 of 2024, derived from the Sexual Violence Crimes Law (TPKS) Number 12\nof 2022.<\/p>\n
The Minister of Women Empowerment and Child Protection, Arifah Fauzi,\nstated that victims of violence have frequently faced complicated\nprocesses because they had to visit various agencies to obtain necessary\nservices. \u201cWhen a victim experiences violence, they only need to come to\none place, and the services will come to them,\u201d said Arifah.<\/p>\n
Arifah explained that previously, victims had to report to various\ndifferent institutions, ranging from the Ministry of PPPA, Ministry of\nSocial Affairs, Ministry of Health, and Ministry of Communication and\nDigital, to regional women and child protection units and other agencies\nsuch as the LPSK. This condition was deemed to make the handling process\nlonger and more difficult for victims. \u201cWe observed that the old system\ncaused victims to take a long time. They had to move from one agency to\nanother,\u201d she said.<\/p>\n
According to Arifah, many victims eventually become reluctant to\nreport because they feel passed around from one institution to another.\nThrough this integrated service, all victim needs\u2014including protection,\nlegal assistance, healthcare, and social support\u2014are being integrated\ninto a single system.<\/p>\n
DKI Jakarta was selected as the pilot location because it is\nconsidered to have the most capable facilities and infrastructure to\ntest the integration of services across ministries and agencies.<\/p>\n
Meanwhile, the Governor of DKI Jakarta, Pramono Anung, ensured that\nthe Jakarta Provincial Government is ready to implement the programme.\nOne of the agreed targets is that the initial handling of victim reports\nmust be completed within a maximum of 24 hours from the time the\ncomplaint is received. \u201cThe first target is that initial handling can be\nmanaged within a maximum of 1x24 hours from the complaint. Equally\nimportant is the total integration so that the service is 100 per cent\ncomplete,\u201d said Pramono.<\/p>\n
Pramono added that the programme also includes the digitalisation of\nservices and continuous assistance for victims in need.<\/p>\n
During the same event, National Police Chief General Listyo Sigit\nPrabowo welcomed the signing of the SKB. He noted that integrated\nservices represent the state\u2019s presence in providing protection to women\nand children who are victims of criminal acts. \u201cOur hope is that with\nthis service, women and children who are victims can truly be\nwell-served. When reporting, they are protected, and their problems can\nbe resolved without creating new issues,\u201d said General Sigit.
