        "content": "<p>Joint action on disaster watch<\/p>\n<p>The disaster of Dec. 26 has crystallized concerns that were<br>\npoorly supported or simply ignored before the great waves hit.<br>\nIssues like environmental protection and cultural upheaval in<br>\ntourist areas now are strongly debated. Inevitably, some issues<br>\ncurrently considered urgent will fade once again into obscurity.<\/p>\n<p>The head of the UN International Strategy for Disaster<br>\nReduction says a tsunami warning system is simple and cheap --<br>\nUS$20 million, or .005 percent of the aid funds raised from a<br>\ngenerous world so far.<\/p>\n<p>National disaster preparedness is absolutely necessary. It is<br>\njust as clear that warnings of great natural calamities require<br>\ncross-border cooperation. Next week's meeting in Kobe will show<br>\nif the UN is fit to take charge of an effective warning system,<br>\nand if the littoral nations of the Indian Ocean can cooperate for<br>\nthe greater good.<\/p>\n<p>-- Bangkok Post<\/p>",
