A man from Banyubiru Village, Negara District,\nidentified by the initials HRS (20), sustained serious neck injuries\nafter being snagged by a dangling WiFi provider cable on a public road.\nHRS had to undergo major surgery at Prof Ngoerah Central General\nHospital in Denpasar. Distressingly, because he could not afford the\ngeneral patient medical costs of Rp 45 million, the victim\u2019s identity\ncard is still being held by the hospital. Chairman of Commission II of\nthe Jembrana Regional House of Representatives, I Ketut Suastika, known\nas Cohok, said the incident involving the provider\u2019s cable occurred\naround two months ago. It came to light after he received a direct\nreport from the victim. \u201cThis morning we checked the location with the\nrelevant agencies and the victim. The victim suffered severe injuries to\nthe neck, tearing his vocal cords. He still has a hospital debt of up to\nRp 45 million,\u201d Cohok stated. Cohok recounted that the incident took\nplace on the national road west of Melaya 2 State Junior High School.\nHRS immediately reported the matter to the local police sector, but the\ncase was never handled. As a result, the victim\u2019s BPJS Health claim\ncould not be processed, forcing him to use the general patient route.\n\u201cNext week the victim must undergo another operation. The cable that\nsnagged him was an I Porte type. The cable is still in the ditch, cut by\nlocal residents who feared there would be other victims,\u201d Cohok\nexplained. HRS met with Cohok and the Head of the Jembrana Communication\nand Informatics Agency because he was confused about how to pay for the\nfollow-up surgery. Cohok stressed that the main concern is not only the\nvictim\u2019s medical expenses but also the rampant practice of providers\ninstalling cables haphazardly, endangering road users. \u201cI urge the\npublic who find dangling or dangerous cables to immediately report them\nto the village government or relevant authorities so they can be dealt\nwith promptly,\u201d Cohok asserted. He also expressed regret over the lack\nof good faith and responsibility from the provider. The Jembrana Regency\nGovernment is now drafting a regional regulation to regulate the utility\ncable network. \u201cIf they are not tidied up and continue to ignore public\nsafety, we will coordinate with law enforcement officials,\u201d Cohok\nwarned. The Head of the Jembrana Communication and Informatics Agency, I\nMade Cipta Wahyudi, admitted that there are currently no specific rules\nbinding providers in the region. \u201cWhen problems arise, our agency is\nalways the one sought out. Yet, there is no rule requiring providers to\nseek permission from us when installing internet networks,\u201d Cipta\nexplained. The agency is currently drafting an initial regulatory\nframework in the form of a circular and conducting a re-inventory of all\nproviders and pole locations.
