        "content": "<p>Java investment to be restricted<\/p>\n<p>JAKARTA (JP): The government, in an effort to evenly<br>\ndistribute industrial investment in Indonesia and curb the<br>\nconversion of productive agricultural land for non-farming<br>\nventures, will soon restrict further industrial development in<br>\nJava to the island's industrial estates.<\/p>\n<p>Rahadi Ramelan, deputy chief of the National Development<br>\nPlanning Board, said that if prospective investors intend to<br>\nbuild industrial plants in Java, they must do so within<br>\nindustrial estates which, he said, currently still had vacant<br>\nplots.<\/p>\n<p>He said a government regulation providing a spatial<br>\nmasterplan, which was currently being finalized, is expected to<br>\nencourage industrialists to invest in regions outside Java and<br>\npersuade them to occupy the vacant land in many of Java's<br>\nindustrial estates.<\/p>\n<p>The draft of the regulation has already been completed and has<br>\nbeen submitted to the related ministries, he said as quoted by<br>\nAntara.<\/p>\n<p>The implementation of the ruling, he added, will be discussed<br>\nin a coordinated meeting led by the state minister of national<br>\ndevelopment planning.<\/p>\n<p>The deputy chief of the resources development unit of the<br>\nAgency for Technology Assessment and Application (BPPT), M.T.<br>\nZein, said it is essential to create new development centers in<br>\neastern Indonesia.<\/p>\n<p>Currently, nine such centers exist, including Sanggau (for<br>\nWest Kalimantan), Seram (for Maluku), Manado-Bitung (for North<br>\nSulawesi), Bima (for West and East Nusa Tenggara) and Pare-pare<br>\n(for Central Sulawesi).<\/p>\n<p>Zein said that by the end of the second Long-term Development<br>\nPlan period, which will end in 2019, eastern Indonesia is<br>\nexpected to have 54 growth centers.<\/p>\n<p>The sectors which will play the biggest role in the eastern<br>\nprovinces will include fisheries, shipping, agribusiness,<br>\nforestry, mining, tourism and services, Zein said.<\/p>\n<p>Coordinating Minister for Industry and Trade Hartarto said<br>\nearlier that the government was presently considering the<br>\npossibility of issuing 80-year land permits, such as those issued<br>\non Batam Island in Riau.<\/p>\n<p>Land permits for industry in other parts of Indonesia<br>\ncurrently expire after 30 years.<\/p>\n<p>Rahadi said that during the current sixth Five-Year<br>\nDevelopment Plan period, which began in April 1994, 54 percent of<br>\nroad and bridge construction work will take place in eastern<br>\nIndonesia, 44 percent of the state budget for harbor facilities<br>\nwill be allocated for that region, while 33 percent of the<br>\ndevelopment of irrigation systems and 53 percent of the country's<br>\nnew rice fields will be developed there.(pwn)<\/p>\n<p>Tourism -- Page 2<\/p>",
