        "content": "<p>Japan&apos;s whaling plans<\/p>\n<p>This year&apos;s annual meeting of the International Whaling<br>\nCommission (IWC) ended in usual acrimony.<\/p>\n<p>The only realistic formula potentially acceptable for both<br>\ncamps would be to ban commercial whaling on the high seas and<br>\nlimit catches to coastal whaling. The anti-whaling nations should<br>\nallow each country to make whaling decisions in their economic<br>\nwaters.<\/p>\n<p>Japan has the right to preserve its tradition of coastal<br>\nwhaling. But it would be better advised to refrain from going as<br>\nfar as the Antarctic Ocean to hunt whales.<\/p>\n<p>The IWC is now almost equally divided between pro-whaling and<br>\nanti-whaling states.
