Japan's complaint to WTO<\/p>\n
Japan has asked the World Trade Organization (WTO) to
\nestablish a panel to decide on its complaint over Indonesia's
\nnational car policy. Japanese minister of international trade and
\nindustry said his government had submitted a formal request to
\nthat effect on Thursday, April 17th.<\/p>\n
Indonesia's membership in the WTO and the consequences it
\nbrings -- including the possibility of being condemned by the
\npanel and penalized -- provides a tangible illustration of the
\npossible effects which the era of globalization may have. The
\nquestion is: are we ready?<\/p>\n
The dispute over our national car policy demonstrates a
\nparticular dilemma which we are facing in this context. Our
\nautomotive industry does need some fundamental reforms to enable
\nit to face the dawning of the free trade era. Our automotive
\nindustry has so far not been able to produce a \"national car\",
\nwhich according to APEC criteria must have a local content of at
\nleast 40 percent.<\/p>\n
But whatever the WTO decision may be, our national car policy
\ncannot be halted. Obviously, this does not mean that we must
\nstubbornly stick to our present policy even if it is found to be
\nin violation of the rules, but rather we must modify our policy
\nso it will be in compliance with the WTO rulings.<\/p>\n
