        "content": "<p>JAKARTA \u2013 A delegation from Hogoshi Japan, a Japanese volunteer\norganisation for community guidance, conducted a study visit to the West\nJakarta Community Guidance and Counselling Agency (Bapas) on Friday\n(17\/4\/2026). This visit served as a platform for exchanging experiences\nregarding guidance and social reintegration programmes for penal clients\nto facilitate their re-acceptance into society. Head of Bapas West\nJakarta, Sri Susilarti, stated that the delegation wished to observe\ndirectly the rehabilitation processes for former inmates, including\ntraining and post-sentence support programmes. Executive Director of the\nJapanese Hogoshi Federation, Shoji Imafuku, noted similarities in vision\nbetween programmes run in Japan and those at Bapas West Jakarta. He\nassessed that skill-building and tangible support for penal clients are\ncrucial factors in the social reintegration process. \u201cWe see how clients\nhere are taught various hands-on skills. They are also given real\nassistance or grants to help them become independent after completing\ntheir legal processes,\u201d said Shoji. \u201cThis is not just about technical\naspects, but we see it greatly enhances their self-esteem to return to\nsociety,\u201d he added. Sri added that her side also learned how Japan\naddresses budget limitations in client rehabilitation, particularly\nthrough strengthening the role of community volunteers. \u201cIf they have\nbudgets, we don\u2019t. Sometimes our budgets are small, so we must\ncollaborate with stakeholders, local government, and the community,\u201d\nexplained Sri. \u201cTheir strength is that capable people there gather to\nguide clients.
