        "content": "<p>Jamsostek determined to improve performance, service<\/p>\n<p>Ridwan Max Sijabat, The Jakarta Post, Jakarta<\/p>\n<p>State-owned social security insurance company PT Jamsostek marked<br>\nits 26th anniversary on Friday with a vow to improve its<br>\nperformance and services to workers.<\/p>\n<p>Jamsostek president Achmad Junaidi said his company was facing<br>\na daunting challenge to maintain the loyalty of more than 110,000<br>\ncompanies and their 22 million workers -- who had contributed to<br>\nits assets totaling Rp 24 trillion -- to lure more companies and<br>\nworkers to four social security programs and to manage its assets<br>\nto maximize client benefits.<\/p>\n<p>A large portion of its assets was generated under its pension<br>\nscheme. Its other social security programs are: health insurance,<br>\noccupational hazards and life insurance.<\/p>\n<p>Smarting from a number of mistakes and mismanagement in the<br>\npast, he said, Jamsostek had been striving to better its services<br>\nto workers, to be proactive in campaigning its social security<br>\nprograms to employers, workers and labor unions and to be more<br>\nconscientious in managing its assets.<\/p>\n<p>&quot;To achieve these goals, Jamsostek is improving the quality of<br>\nits human resources and applying the principles of good corporate<br>\ngovernance in running the social security programs and in<br>\nmanaging the funds collected from employers and their workers,&quot;<br>\nhe said on Friday after the company&apos;s 26th anniversary event<br>\nhere.<\/p>\n<p>He said Jamsostek had been carrying out a series of training<br>\nprograms to improve the quality of its human resources,<br>\nparticularly in view of improving client services, and a special<br>\nfinancial management program for its social security programs.<\/p>\n<p>Jamsostek was initially founded in 1977 as Perum Astek, and<br>\nbecame a limited company (PT) in 1992, under a government policy<br>\nthat changed all state companies from Perum, or public company,<br>\ninto limited enterprises.<\/p>\n<p>Jamsostek has been under fire since 1992 for paying annual<br>\ndividends to the government, and for serving as a source of funds<br>\nto government officials and Soeharto&apos;s ruling party, Golkar.<\/p>\n<p>Following Soeharto&apos;s downfall in May 1998 and the reform<br>\nmovement, many companies and their workers threatened to withdraw<br>\nfrom Jamsostek because of financial leakages and the company&apos;s<br>\nlack of transparency.<\/p>\n<p>Junaidi said Jamsostek had moved toward becoming a non-profit<br>\ntrust fund agency, which falls under direct supervision of the<br>\nPresident in line with amendment to Law No. 3\/1992 on social<br>\nsecurity programs.<\/p>\n<p>&quot;We fully support Jamsostek&apos;s planned change of status into a<br>\nnot-for-profit institution. The new status will benefit workers,<br>\nbecause Jamsostek will no longer pay dividends nor taxes to the<br>\ngovernment and ... the government must make a contribution (to<br>\nJamsostek) to show its commitment to protecting workers.&quot;<\/p>\n<p>Since 2000, Jamsostek has retained 30 percent of its annual<br>\ndividends to the government, which funds were channeled toward<br>\nits professional development and skills improvement programs, and<br>\nbuilding low-cost apartments for workers and labor cooperatives.<\/p>\n<p>Junaidi, who was formerly Jamsostek finance director for two<br>\nfive-year terms, has predicted that 2004 would be a difficult<br>\nyear not only for investors, but also for the company, as a<br>\nresult of the general elections and their impact on the political<br>\nclimate.<\/p>\n<p>&quot;We are skeptical that Jamsostek will be able to increase<br>\nmembership, because the April to October electoral period will<br>\ndisadvantage most investors and employers,&quot; he said.<\/p>\n<p>In regards Jamsostek&apos;s preparations in facing the upcoming<br>\nelections, Junaidi said the management had imposed a strict<br>\npolicy to remain independent.<\/p>\n<p>&quot;We will no longer take sides with any particular political<br>\nparty.
