Deputy Attorney General for Intelligence (Jamintel) Reda Manthovani\ndelivered remarks at the socialization event for the Village Guardian\nProsecutor Program (Jaga Desa) on Saturday, February 14, 2026. The\nsocialization was held in conjunction with the inauguration of the\nprovincial and district chapter boards of ABPEDNAS in North Sumatra.<\/p>\n
On the occasion, Reda Manthovani said the event represents a step\ntoward building villages from the ground up for the sake of economic\nequity and poverty eradication. The Jaga Desa program, he said, is\naligned with Asta Cita and President Prabowo Subianto\u2019s directive\nprograms. He emphasized that villages are no longer mere objects but\nrather subjects and the primary engines of national development that\nmust be managed transparently and accountably.<\/p>\n
Reda said the major challenge in village governance lies in the\nrising number of corruption cases involving village officials. A total\nof 187 cases were recorded in 2023, which then surged to 275 cases in\n2024 and reached 535 cases in the 2025 period. \u201cThese facts show that\nthe expansion of authority and the size of village budgets must be\naccompanied by stronger oversight and mentoring systems, because a\npurely repressive approach is not enough to stem the potential for\nirregularities,\u201d Reda said.<\/p>\n
The Jaga Desa program, Reda said, was created to address these\nchallenges. The initiative prioritizes a preventive function through\nlegal mentoring and the use of technology. One of its key instruments is\nthe Jaga Desa Application (Real Time Monitoring Village Management\nFunding), which enables transparent and accurate monitoring of financial\nmanagement. The application provides various strategic communication\nchannels, ranging from a consultation space for village heads facing\nthreats from individuals disrupting governance, to a dedicated reporting\nchannel to Jamintel to ensure confidentiality and rapid response to\nalleged intimidation from within the Attorney General\u2019s Office\nitself.<\/p>\n
Beyond budget oversight, Jamintel also outlined the Attorney\nGeneral\u2019s Office\u2019s active role in supporting the National Food Security\nProgram through cooperation with the Ministry of Agriculture. This\ncollaboration aims to ensure the distribution of agricultural production\ninputs such as fertilizers and seeds reaches the right targets, while\nalso strengthening village cooperatives as pillars of the people\u2019s\neconomy.<\/p>\n
\u201cThe Attorney General\u2019s Office is committed to continuing to uphold\nthe principle of ultimum remedium, where criminal law enforcement\nbecomes the last resort after all efforts at guidance and governance\nimprovement have been optimally carried out,\u201d he said.<\/p>\n
In closing, Jamintel called on all elements of the Village\nConsultative Body (BPD) under ABPEDNAS to become strategic partners in\ncarrying out checks and balances at the village level. \u201cWith strong\nsynergy among the Attorney General\u2019s Office, regional governments, and\nBPD, it is hoped that a zero-corruption condition can be achieved, where\nno more village heads are entangled in legal cases.
