Jakarta \u2013 Jambi Governor Dr H. Al Haris followed up with a\npresentation on DPD RI Decision Number 53\/DPDRI\/V\/2020-2021 concerning\nthe DPD RI\u2019s recommendations on the monitoring and evaluation of\nRegional Regulation Drafts and Regional Regulations related to the\nimplementation of Law Number 11 of 2020 on Job Creation, specifically\nregarding regional spatial planning policies.<\/p>\n
The presentation was delivered at the DPD RI\u2019s BULD (Regional\nLegislation Affairs Body) Dissemination event, held at Nusantara V\nBuilding in the Senayan Parliamentary Complex, Central Jakarta, on\nMonday (14\/07\/2025). The event was opened by the Chairman of the\nRegional Representative Council of the Republic of Indonesia, Sultan B.\nNajamudin, and attended by council leaders, governors from across\nIndonesia, and other invited guests.<\/p>\n
In his presentation, Governor Al Haris stated that spatial planning,\nwhich is a key mandate in the implementation of the Job Creation Law,\nforms part of efforts to improve the investment climate and business\nactivities. He noted that updating Spatial Plans has become an urgent\nnecessity to support business licensing through the OSS-RBA system.<\/p>\n
\u201cThe implementation of spatial planning and utilisation must be\nsynergistic between the central and regional governments and must refer\nto valid geospatial data,\u201d Governor Al Haris explained.<\/p>\n
Governor Al Haris noted that 463 regencies, cities and designated\nareas have currently enacted regional regulations. Of the total 649\nDetailed Spatial Plans (RDTR), 367 have been integrated into the OSS-RBA\nsystem.<\/p>\n
\u201cJambi Province enacted its RTRW Regional Regulation in 2023 and was\nthe seventh fastest province nationally to do so,\u201d said Governor Al\nHaris.<\/p>\n
In his presentation, the Jambi Governor expressed hope for a revision\nof Government Regulation Number 21 of 2021 on spatial planning\nadministration, calling for more flexible authority and room for\ninnovation for regional governments. His recommendations included:<\/p>\n
The central government should allocate high-resolution satellite\nimagery nationally to support the acceleration of spatial planning\nactivities in the regions.<\/p><\/li>\n
Strengthening human resource capacity in the regions should be\nprioritised through technical training programmes such as GIS and\nthematic mapping, as well as direct assistance from the central\ngovernment, including integration of the OSS-RTR system.<\/p><\/li>\n
There should be incentive and disincentive mechanisms for regions\nthat have or have not yet prepared their RTRW and integrated them into\nthe OSS-RTR system.<\/p><\/li>\n<\/ol>\n
\u201cWe as the provincial government fully support the spirit of spatial\nplanning reform, but there needs to be strengthened central-regional\nsynergy, particularly in funding, authority and the acceleration of\nspatial planning documents,\u201d concluded Governor Al Haris, who also\nserves as Chairman of APPSI (Association of Indonesian Provincial\nGovernments).<\/p>\n
Meanwhile, DPD RI Chairman Sultan B. Najamudin said that the central\ngovernment has been driving large-scale transformation through\nregulatory simplification and debureaucratisation to encourage\ninvestment, enhance downstream processing capacity for natural and\nmineral resources, and develop special economic zones.<\/p>\n
