        "content": "<p>Jakarta Barat\u2019s Class I Special Non-TPI Immigration Office arrested\nfour Chinese nationals at a residence in West Jakarta on Monday, 18 May,\nwho were suspected of online fraud conducted under the guise of a\npayment application.<\/p>\n<p>The four foreigners \u2014 LY, 34; QZ, 42; ZZ, 32; and WJ, 24 \u2014 were\narrested in the West Jakarta area. Ronald Arman Abdullah, head of the\nJakarta Barat Immigration Office, said the disclosure began from\ninformation about suspicious activity by foreigners in West Jakarta.\n\u201cBased on surveillance and investigations, we secured four Chinese\nnationals suspected of conducting online fraud disguised as a\npayment-application operation at a residence in West Jakarta,\u201d he said\nat a press conference in Jakarta on Thursday.<\/p>\n<p>During screening, it emerged that LY held a Limited Stay Permit\n(ITAS) as a Worker in the position of General Manager; ZZ held ITAS as\nWorker as Technical Manager; QZ as Marketing Manager; while WJ entered\nIndonesia using a Visa on Arrival (VoA) through Soekarno-Hatta\nInternational Airport.<\/p>\n<p>Officers also confiscated evidence including four Chinese passports\nbelonging to LY, QZ, ZZ, and WJ, plus two anonymous Chinese passports,\n41 mobile phones, 13 laptops, and five computer monitors.<\/p>\n<p>From examining electronic devices, officers found data including\nlists of malicious advertising websites (malvertising), websites for\nregistering deposit-scam accounts, user identity photos, group chats\nrelated to deposits, and withdrawal evidence pointing to online fraud\nunder the guise of a payment application.<\/p>\n<p>The four foreigners admitted that their activities involved online\nfraud against users of the payment-app websites they managed. Victims\nwere asked to deposit money, but could not withdraw funds for various\nreasons allegedly fabricated by the group. Some also claimed that the\nrecipient account was not their own.<\/p>\n<p>\u201cThey also admitted carrying out the activities under the instruction\nof a person with the initials TS, believed to be in China. All four\nforeigners are currently detained at Jakarta Barat Immigration Office\nfor further examination,\u201d Ronald said.<\/p>\n<p>For their actions, they face Administrative Deportation and\nBanishment under Article 75(1) of Law No.\u00a06 of 2011 on Immigration. In\naddition, they are suspected of violating their residence permits under\nArticle 122A relating to misuses of residence permissions.<\/p>\n<p>Next, the Jakarta Barat Immigration Office will coordinate with the\nDirector General of Immigration, specifically the Directorate of\nMonitoring and Enforcement of Immigration, for follow-up actions\nregarding the four foreigners.<\/p>\n<p>Pamuji Raharja, Head of the Regional Office of the Directorate\nGeneral of Immigration for the DKI Jakarta Special Capital Region,\npraised the swift action of the West Jakarta Immigration Office in\nuncovering the alleged online fraud by the foreigners. \u201cI appreciate the\nperformance of personnel at Jakarta Barat Immigration Office for moving\nquickly in monitoring and enforcing against foreigners suspected of\nimmigration violations and activities that harm the public. This is a\ntangible demonstration of the Immigration\u2019s commitment to maintaining\norder and security in the region,\u201d he said. He urged the public to\nactively report suspicious activities or disturbances caused by\nforeigners in their neighbourhoods.<\/p>",
