        "content": "<p>Jakarta (ANTARA) - Jakarta Governor Pramono Anung stated that the\nDraft Regional Regulation (Raperda) on the Management of the Drinking\nWater Supply System (SPAM) is an effort by the government to control\ngroundwater usage.<\/p>\n<p>\u201cThe direction of this regional regulation policy is to gradually\nreduce dependence on groundwater and encourage the transition to piped\nwater services,\u201d said Pramono in Jakarta on Monday.<\/p>\n<p>According to him, under the SPAM Raperda, owners of houses or\nbuildings that have access to piped water will be required to use\nit.<\/p>\n<p>He described the policy as part of efforts to suppress groundwater\nexploitation, control land subsidence, and maintain environmental\nsustainability.<\/p>\n<p>\u201cThis is also in line with the DKI Jakarta Provincial Government\u2019s\npolicy on implementing Groundwater-Free Zones in areas supported by\npiped networks, which will be expanded gradually,\u201d he stated.<\/p>\n<p>Nationally, he added, the control of groundwater utilisation has been\nemphasised, with instruments for control, guidance, and supervision to\nensure that groundwater use is orderly, measured, and sustainable.<\/p>\n<p>Nevertheless, Pramono agreed with the views of several factions in\nthe DKI Jakarta DPRD that the implementation of this obligation must be\ncarried out gradually, fairly, and based on service readiness.<\/p>\n<p>\u201cTherefore, the enforcement of groundwater usage regulations must be\npreceded by the availability of piped networks that meet service\nstandards, the implementation of socialisation, and field verification,\u201d\nhe said.<\/p>\n<p>At the DPRD DKI Plenary Session with the agenda of reading the\nGeneral Views of Political Party Factions, several factions highlighted\nthe massive use of groundwater, emphasising the need for strict\nregulations on groundwater-free zones.<\/p>",
