        "content": "<p>Jakarta's Gapensi wants jobs on Manggarai project<\/p>\n<p>JAKARTA (JP): The Jakarta chapter of the Indonesian Builders'<br>\nAssociation (Gapensi) wants to be involved in the planned<br>\nManggarai Integrated Terminal project.<\/p>\n<p>Daniel Hutapea, the chapter's head, said yesterday his office<br>\nhad sent a letter to the consortium's leader, PT Citra Marga<br>\nNusapala Persadha, asking them to involve Gapensi members in the<br>\nproject.<\/p>\n<p>The government plans to build an integrated transport terminal<br>\nin Manggarai, South Jakarta. The 124-hectare terminal will be<br>\nsurrounded by a commercial center and apartment buildings. The<br>\nexisting bus terminal will be transformed into a four-story<br>\nstation with 22 train tracks, four underground express trains,<br>\nintercity and city buses, minibuses and taxis. The project is<br>\nexpected to cost at least US$285 million. No one is sure when the<br>\nproject will start.<\/p>\n<p>Daniel said, at a meeting between the association and the<br>\nCity's Public Works Agency yesterday, that builders and<br>\ncontractors should learn to cooperate before free trade begins in<br>\n2003.<\/p>\n<p>Deputy Governor for Administrative Affairs Idroes and the head<br>\nof the City's Public Works Agency Suharto attended the meeting<br>\nwith at least 200 Gapensi members, Antara reported.<\/p>\n<p>\"Cooperation between contractors and builders will improve the<br>\nquality of their skills,\" he said.<\/p>\n<p>Daniel said tenders for big projects should be publicly<br>\nannounced, in accordance with Article 121 of a Presidential<br>\nDecree which says biddings for state projects must be announced<br>\nthrough the mass media.<\/p>\n<p>\"Information on the projects must include the nature of the<br>\nworks, the cost, when the bidding opens and when the project will<br>\nstart,\" he said.<\/p>\n<p>\"There are times when tender committees publicly announce<br>\nsmall projects, but hide information on bigger projects because<br>\nthey plan to award the projects to certain bidders.\"<\/p>\n<p>Daniel criticized the tender process for projects of the<br>\nCity's Land Transportation Agency and Electricity Company.<\/p>\n<p>\"Their announcements do not give detailed information about<br>\nthe projects,\" he said.<\/p>\n<p>Separately, the head of the City's Public Works Agency,<br>\nSuharto, said that the city's 2,300 construction firms could<br>\ncooperate through mergers or joint ventures.<\/p>\n<p>\"They should not expect to work on state projects only. The<br>\ncost of the City Administration's projects is only about five<br>\npercent of the total investment in development projects.
