Jakarta's Gapensi wants jobs on Manggarai project<\/p>\n
JAKARTA (JP): The Jakarta chapter of the Indonesian Builders'
\nAssociation (Gapensi) wants to be involved in the planned
\nManggarai Integrated Terminal project.<\/p>\n
Daniel Hutapea, the chapter's head, said yesterday his office
\nhad sent a letter to the consortium's leader, PT Citra Marga
\nNusapala Persadha, asking them to involve Gapensi members in the
\nproject.<\/p>\n
The government plans to build an integrated transport terminal
\nin Manggarai, South Jakarta. The 124-hectare terminal will be
\nsurrounded by a commercial center and apartment buildings. The
\nexisting bus terminal will be transformed into a four-story
\nstation with 22 train tracks, four underground express trains,
\nintercity and city buses, minibuses and taxis. The project is
\nexpected to cost at least US$285 million. No one is sure when the
\nproject will start.<\/p>\n
Daniel said, at a meeting between the association and the
\nCity's Public Works Agency yesterday, that builders and
\ncontractors should learn to cooperate before free trade begins in
\n2003.<\/p>\n
Deputy Governor for Administrative Affairs Idroes and the head
\nof the City's Public Works Agency Suharto attended the meeting
\nwith at least 200 Gapensi members, Antara reported.<\/p>\n
\"Cooperation between contractors and builders will improve the
\nquality of their skills,\" he said.<\/p>\n
Daniel said tenders for big projects should be publicly
\nannounced, in accordance with Article 121 of a Presidential
\nDecree which says biddings for state projects must be announced
\nthrough the mass media.<\/p>\n
\"Information on the projects must include the nature of the
\nworks, the cost, when the bidding opens and when the project will
\nstart,\" he said.<\/p>\n
\"There are times when tender committees publicly announce
\nsmall projects, but hide information on bigger projects because
\nthey plan to award the projects to certain bidders.\"<\/p>\n
Daniel criticized the tender process for projects of the
\nCity's Land Transportation Agency and Electricity Company.<\/p>\n
\"Their announcements do not give detailed information about
\nthe projects,\" he said.<\/p>\n
Separately, the head of the City's Public Works Agency,
\nSuharto, said that the city's 2,300 construction firms could
\ncooperate through mergers or joint ventures.<\/p>\n
\"They should not expect to work on state projects only. The
\ncost of the City Administration's projects is only about five
\npercent of the total investment in development projects. The
\ncontractors must compete for privately-owned projects,\" he said.
