        "content": "<p>Jakarta welcomes rural development program<\/p>\n<p>JAKARTA (JP): Governor Surjadi Soedirdja says that the program<br>\nto modernize rural areas will help deal with the problem of<br>\nmigration to the capital city.<\/p>\n<p>The governor said yesterday that the program called Angga Suka<br>\nDesa, which deals with the development of modern society in<br>\nvillages, will ultimately benefit Jakarta in the long run.<\/p>\n<p>Surjadi, in his capacity as chairman of the City-Village<br>\nCooperation Board, and Minister of Population Haryono Suyono<br>\nsigned an agreement yesterday to implement the city-village<br>\npartnership program.<\/p>\n<p>The board will provide consultants to train the villagers in<br>\nbusiness, marketing and other areas.<\/p>\n<p>Without explaining how the program will be implemented,<br>\nSurjadi said that efforts will be made to make rural areas as<br>\nattractive as big cites. \"This way unskilled people will not be<br>\nlured away and will prefer to stay in the villages.\"<\/p>\n<p>The governor said that developing rural areas was the key to<br>\nslow the problem of migration to Jakarta, which has been plaguing<br>\nthe city administration for decades.<\/p>\n<p>Records<\/p>\n<p>Records show that in 1995, Jakarta had more than 400,000<br>\nnewcomers, while in 1994 the number was 314,000.<\/p>\n<p>Governor Surjadi also said that balanced development would<br>\nmake villages more self reliant and reduce poverty.<\/p>\n<p>The administration has been working to overcome the flow of<br>\npeople from rural areas, especially the unskilled.<\/p>\n<p>\"Jakarta is very attractive to unskilled people from rural<br>\nareas, which cannot provide them with jobs,\" he said.<\/p>\n<p>He said the unskilled residents have been creating serious<br>\nproblems for Jakarta, citing the growth of slum areas in<br>\nprohibited areas like riverbanks.<\/p>\n<p>\"They are living on the riverbanks and the city administration<br>\nis trying to normalize the river as part of its flood control<br>\nsystem. This means they have to move out from the riverbanks,\" he<br>\nsaid. (yns)<\/p>",
