Jakarta, W. Java agree to settle rift over taxis<\/p>\n
JAKARTA (JP): The Jakarta and the West Java administrations
\nhave agreed to work together to settle the recent controversy
\nover the operation of taxis in Greater Jakarta.<\/p>\n
Jakarta Governor Surjadi Soedirdja and West Java Governor
\nNuryana have agreed that their administrations should join hands
\nin handling the matter.<\/p>\n
\"I have asked the city land transportation agency to review
\nits taxi agreement with the West Java land transportation
\nagency,\" Surjadi said yesterday.<\/p>\n
In return, the West Java administration will discuss the
\noperation of taxis in Greater Jakarta, Nuryana said.<\/p>\n
According to the agreement, signed last year by
\nrepresentatives of his agency and officials from the West Java
\nprovincial government, taxis from Depok, Tangerang and Bekasi are
\nallowed to bring passengers into the city but are prohibited from
\npicking up passengers while here.<\/p>\n
The agency has been intensifying its efforts to catch out-of-
\ntown taxis following complaints from owners of Jakarta cab
\ncompanies about the out-of-town taxis operating in the city.<\/p>\n
These efforts had the effect of frightening taxi drivers, some
\nof whom misunderstood the policy and started refusing to take
\npassengers to outlying areas like Ciputat and Tangerang.<\/p>\n
Surjadi said he had also asked the agency to review a city
\npolicy limiting the number of taxis operating in the city.<\/p>\n
The city administration earlier turned down a request by the
\nassociation of land transport firm owners, Organda, to increase
\nthe number of taxis operating in the city. City Hall says Jakarta
\nnow has 18,207 taxis owned by 27 Jakarta companies.<\/p>\n
Organda, on the other hand, says there are only 13,500 city
\ntaxis in Jakarta. This, Organda says, is the main reason why most
\nof the taxis from Bogor, Tangerang and Bekasi, which number about
\n4,000, operate in Jakarta every day.<\/p>\n

Meanwhile, Organda treasurer, Abdulah Husein, said that the
\norganization would make several proposals, including the
\ncancellation of the current agreement, to help settle the taxi
\nrift.<\/p>\n
\"The agreement could be eliminated but there would be a quota
\non Bogor, Tangerang, Bekasi taxis operating here in the city and
\nJakarta taxis operating in West Java cities. The quota would be
\nbased on the cities' population as well as the market segment,\"
\nhe said.<\/p>\n
He added that such a policy would also avoid unhealthy
\ncompetition among taxi companies.<\/p>\n
Another possibility, Abdulah said, would be to give special
\nsigns to out-of-town taxis allowing them to operate in the city,
\nwith the same regime being applied to city taxis wishing to
