Jakarta to test e-procurement<\/p>\n

In a bid to minimize irregularities in city procurements, the
\nJakarta administration plans to test an online system for the
\nprocurement of goods and services in a number of city agencies
\nstarting next February.<\/p>\n
\"We will try to use the online system for small procurements
\nin city agencies, including the procurement of office supplies,
\ncar batteries, tires and other disposable goods that have values
\nof only up to a couple of billion rupiah,\" Jakarta Deputy
\nGovernor Fauzi Bowo said on Wednesday.<\/p>\n
Fauzi said that the tryout of the e-procurement system was
\npart of the effort to improve the monitoring city spending as the
\nsystem promised a \"quicker, more accurate, transparent,
\nefficient, and fairer process\".<\/p>\n
He acknowledged that the current procurement system was wide
\nopen to corruption and collusion as bidders and procurement
\nofficers and committees were able to engage in direct contact,
\nwhich could lead to price-fixing through backroom negotiations.<\/p>\n
\"Hopefully, this (online) system will minimize the opportunity
\nfor such loopholes,\" he said.<\/p>\n
The Jakarta administration will not be the public institution
\nto apply the online system. It is already being used by several
\ngovernment institutions, including the Surabaya administration,
\nstate ship building firm PT PAL Indonesia, state port operator PT
\nAngkasa Pura I and PT Angkasa Pura II, airline PT Merpati
\nNusantara, yellow pages firm PT Elnusa and survey firm PT
\nSucofindo.<\/p>\n
\"We have conducted a feasibility study on various aspects,
\nlearning from the failures and successes of the institutions
\napplying the system,\" the administration said in a press
\nstatement.<\/p>\n
It held an initial trial run on Dec. 23.<\/p>\n
Boasting that the system is user-friendly and would provide
\nbetter services, the administration said that it would provide
\ntraining to the public servants involved in the project, to
\nbidders representatives, and members of the public in order to
\nensure the success of the program.<\/p>\n
For the first stage of the program's implementation, the
\nadministration will limit the use of the online system to the
\nsubmission of bids up to the negotiating stage.<\/p>\n
The whole process will become fully operational in mid-2006
\nwith all of the relevant stages being gone through online.<\/p>\n
The administration also plans to gradually integrate the
\nonline system with other systems in the administration and other
\ngovernmental institutions.<\/p>",
