Jakarta to have sewerage system 100m underground<\/p>\n

Jakarta will have a deep-level comprehensive sewerage system
\nfor handling its human waste in an environmentally friendly way,
\nto be developed by the Australian company, Global Grid, city
\nadministration officials said.<\/p>\n
Head of the city's environmental management agency (BPLHD)
\nKosasih Wirahadikusumah said on Tuesday that the main sewer for
\naccommodating Jakarta's human waste would be buried some 100
\nmeters to 150 meters beneath the surface.<\/p>\n
\"The main sewer will link the main areas in Jakarta with a
\nwaste management plant normally built near the sea. Singapore now
\nuses this technology,\" Kosasih told The Jakarta Post.<\/p>\n
The city administration has announced it will privatize its
\nsewage management and cooperate with Global Grid of New South
\nWales, Australia, with a total investment of about Rp 50 trillion
\n(about US$5.3 billion).<\/p>\n
Kosasih said that many local companies would be involved in
\nthe development of the giant project, which was expected to be
\ncompleted within eight years. He also added that the project
\nwould have a local content of 65 percent.<\/p>\n
A Memorandum of Implementation Agreement (MIA) would be signed
\nin June. After the signing, the firm would initially invest US$5
\nmillion on a feasibility study and the mapping of Jakarta's
\nsystem within a year.<\/p>\n
The company, which will start the construction of sewer pipes
\nnext year, will hand over the facility to the city administration
\nin 25 years under a Build, Operate and Transfer (BOT) scheme.<\/p>\n
Kosasih said that the company would be authorized to charge
\nresidents for the service. But he could not yet say how much that
\nwould be as the city administration was still working on a bylaw
\nto stipulate the charging rates.<\/p>\n
Construction of the tunnel will not disrupt activities on the
\nsurface as excavation would be carried out using special
\nunderground equipment, he added.<\/p>\n
Meanwhile, assistant for development affairs for the city
\nsecretary Irzal Djamal said that a pilot project for the sewerage
\nsystem had been carried out in Setiabudi, Central Jakarta, in the
\nearly 1970s.<\/p>\n
\"But the Jakarta Sewerage System Project (JSSP) did not
\nprogress well as it was under the control of the central
\ngovernment,\" Irzal told the Post, adding that the Setiabudi
\nproject covered only about two percent of the area within
\nJakarta.<\/p>\n
Currently, 98 percent of human waste management is handled by
\nthe city sanitation agency, which has waste disposal equipment to
\ntake the waste from residential areas and then dump it at waste
\nmanagement locations in Pulo Gebang, East Jakarta, and in Duri
\nKosambi, West Jakarta.<\/p>\n
He said that the new project would accumulate all the human
\nwaste at its waste treatment facility and process it into clean
\nwater, fertilizers and other products, such as dolls.<\/p>\n
\"I once received a doll from my Thai friend, which looks like
\njade. But he said that it was made from waste matter,\" he said.<\/p>\n
Speaking about why the Australian technology was chosen, Irzal
\nexplained that the central government, through the public works
\nministry, had announced in the early 1990s that Jakarta planned
\nto construct a sewerage system.<\/p>\n
Among companies interested in the project were those from
\nJapan, France, Britain and Australia. Irzal said that Global Grid
\nwas selected because it was the only one that offered a
\ncomprehensive sewerage system.<\/p>\n
\"One company gave up after realizing how much was the total
\ninvestment required. Other companies could only offer a partial
\nsewerage system in specific locations so we rejected their
\nproposals as we needed a comprehensive sewerage system in the
\ncapital,\" he added.<\/p>",
