Jakarta to diminish Puteh's power<\/p>\n

Despite earlier assurances that the governor of Nanggroe Aceh
\nDarrussalam would remain in charge of the civil emergency
\nadministration, a presidential instruction to be issued on
\nThursday will effectively curtail his powers.<\/p>\n
Interim coordinating minister of political and security
\naffairs Hari Sabarno reiterated on Wednesday that Jakarta would
\ndirectly supervise the integrated operation in Aceh, and that it
\nhad no plan to withdraw soldiers from the province.<\/p>\n
Hari himself, who is also the home minister, will lead the
\ngovernment teams overseeing the \"integrated operation\", that
\nencompasses the tasks of resuming security, law enforcement,
\nimproving the administration, humanitarian aid and economic
\nrecovery.<\/p>\n
\"The civil emergency in Aceh would be supervised directly by a
\nbody led by the president.<\/p>\n
\"The body would make policies to be implemented by the
\ngovernor as the head of the civil emergency administration,
\nassisted by the local police chief and the chief of the local
\nprosecutor's office,\" he said after a meeting at the ministry.<\/p>\n
He had said earlier that the governor would be \"politically\"
\nin charge while being \"assisted\" by a team from Jakarta.<\/p>\n
In comparison, Governor Karel Albert Ralahalu was seen to hold
\nauthority over Maluku province when it was under civil emergency
\nfrom mid 2000 to last October.<\/p>\n
The different treatment for Aceh, where 12 months of martial
\nlaw ended on May 19, is believed to be related to the corruption
\ncharges filed against Governor Abdullah Puteh. An investigation
\ninto corruption charges against the Governor is just about to
\nbegin although activists in Aceh have long offered their findings
\nin connection with the corruption charges.<\/p>\n
The Wednesday meeting was held to draft a presidential
\ninstruction, based on an earlier presidential decree on the civil
\nemergency in Aceh, effective on May 20.<\/p>\n
Present at the meeting were National Police chief Gen. Da'i
\nBachtiar and National Intelligence Body chief AM Hendropriyono.<\/p>\n
Hari said Jakarta would deploy two special teams to assist the
\nimplementation of civil emergency in Aceh.<\/p>\n
Each aspect of the \"integrated operation\" would be led by a
\nCabinet minister, all of whom would be accountable to the
\ncoordinating minister of political and security affairs.<\/p>\n
The security operation is to be led by Indonesia Military
\n(TNI) chief Gen. Endriartono Soetarto, and economic recovery is
\nto be led by Coordinating Minister for Economic Affairs
\nDorodjatun Kuntjoro-Jakti.<\/p>\n
\"The teams are responsible for controlling the operations and
\nthe disbursement of funding for the operations,\" Hari asserted.<\/p>\n
Any decision made by the governor should have the approval of
\nboth the local police chief and the head of the local
\nprosecutor's office as well as inputs from the government teams,
\nHari said.<\/p>\n
According to Law No. 23\/1959 on civil emergency, in an area
\nunder civil emergency the governor or regent is authorized to
\nmake decisions or regulations to maintain order in his territory.<\/p>\n
He is given the authority to order the police or prosecutors
\nto investigate, raid and seize property, to ban public
\ngatherings, to impose a curfew, a media blackout and to order the
\ntapping of telephone and radio communications.<\/p>",
