Jakarta needs multifunction zoning: Experts<\/p>\n
JAKARTA (JP): Multifunction zoning and a wider use of mass
\ntransport are the key to solve Jakarta's horrendous traffic
\ncongestion, a foreign city planner and urban expert disclosed
\nyesterday.<\/p>\n
\"To overcome the traffic problem, Jakarta should develop
\nhighly diversified areas where there are offices, public
\nfacilities and houses of the low and high communities,\" Peter
\nDroege, the chairman of urban design of the University of Sydney,
\nAustralia, said yesterday.<\/p>\n
Droege spoke yesterday at a one-day seminar on urban
\ndevelopment organized by the Agency for the Assessment and
\nApplication of Technology.<\/p>\n
He said Jakarta's city planning is not well structured in that
\nbusiness offices and public facilities are located far away from
\nresidential areas.<\/p>\n
\"Too many people come from too many places to the same
\ndestination at almost the same time which has greatly contributed
\nto the traffic problems,\" he said.<\/p>\n
A multifunction zoning system is a community structure where
\npeople of all layers live together in an area not far from
\nworking places and public facilities, he explained.<\/p>\n
Droege said that nowadays more and more people have to live in
\nthe outskirts of Jakarta as they cannot afford to buy houses in
\nthe city proper. As a result they have to spend much time on
\ntheir way to work.<\/p>\n
\"The city has too many offices, banks, and entertainment
\nplaces for the wealthy people and barely has enough housing
\ncomplexes for the low and middle class communities,\" he added.<\/p>\n
Public transport<\/p>\n
According to him the low and middle income people are
\nimportant entities of economic development since they constitute
\nthe major users of public transport.<\/p>\n
\"A diversified area needs all levels of society to live
\ntogether including the low-income workers,\" Droege said.<\/p>\n
He said such zoning would obviously require much financial
\nsupport as well as intelligent design control to prevent
\npollution and security problems.<\/p>\n
Chief of the Department of Urban Heritage of the City
\nAdministration Wisnu Murti Ardjo told The Jakarta Post yesterday
\nthat local authorities are planning to apply more multifunction
\nzoning systems in the near future.<\/p>\n
According to Wisnu, the authorities have so far applied the
\npolicy of retaining diversification in one area.<\/p>\n
Citing an example, he said, the Jl.MH Thamrin area in Central
\nJakarta has met all the requirements needed for the system.<\/p>\n
Besides hotels, offices, and business centers, there are
\nhousing complexes located nearby, including low-cost apartments
\nin Kebon Kacang and Tanah Abang as well as residential areas in
\nKebon Sirih and Kampung Bali.<\/p>\n
\"We have for a long time implemented the land mix use system
\nbut that it should be more effective than today so that more and
\nmore people can live in the area,\" he said.<\/p>\n
The experts reached a common view yesterday on the efforts of
\nsolving traffic congestion by extending the mass transit system.<\/p>\n
State Minister of Research and Technology, B.J. Habibie, said
\nat the opening of the meeting that, besides freeways, an
\nunderground transportation system would be an alternative to
\nsolving the city's traffic problems.<\/p>\n
\"We have not used the underground dimension alternative which
\nis the key for the traffic problem especially in urban areas,\"
